Module 1: Why Cities? From the First Settlements to the First Plans

Why cities exist at all, how scholars study them, how they evolved from Uruk to the industrial metropolis, and how cholera epidemics, boulevards, and garden cities gave birth to modern planning.

The big picture

Stand at a busy corner in any city and look around slowly. The width of the street, the height of the buildings, the shops at the sidewalk or the parking lots where shops might have been, the apartment block that stops abruptly at a line of single-family houses: almost none of it is accidental. Nearly everything you can see was shaped by decisions, some made last year and some made a century ago, by councils, engineers, developers, bankers, courts, and voters. This course teaches you to see those decisions, to understand why they were made, and to judge how they might be made better.

The subject matters because cities are where most people now live. About 80 percent of Americans live in urban areas as the Census Bureau defines them, and the United Nations estimates that more than half of humanity is urban, a share projected to approach 68 percent by 2050. Almost all population growth for the rest of this century is expected to happen in cities, overwhelmingly in Africa and Asia. Whatever problem you care about, housing costs, climate change, public health, inequality, economic opportunity, it will be won or lost mostly in cities.

This first lesson asks the two questions everything else builds on: why do cities exist at all, and how do scholars and practitioners actually study them? By the end you should be able to explain why people crowd together despite the costs, and you should have a small toolkit for reading your own neighborhood as evidence.

What counts as a city?

Start with a definitional puzzle: where does a city end? The legal city, the municipality with a mayor and a boundary, often captures only a fraction of the real one. The city of Atlanta holds about half a million people, while the Atlanta metropolitan area holds more than six million. If you studied only the legal city you would miss most of the story.

Statisticians solve this with layered definitions. The U.S. Census Bureau defines an urban area by density and size on the ground, regardless of legal lines: after the 2020 census, territory generally qualifies with at least 5,000 people or 2,000 housing units. A metropolitan statistical area is a wider ring: one or more counties tied to an urban core of at least 50,000 people by commuting patterns. The metro area is the closest thing to the functional city, the zone within which people routinely live in one place and work in another. When this course says a metro is expensive or growing, it usually means the metropolitan area, not the legal city.

Definitions differ across countries, which makes international comparisons tricky. Some nations count any settlement over 2,000 people as urban; others require 50,000. The United Nations therefore harmonizes national data when it estimates that the world passed the 50 percent urban mark around 2007. The precise number matters less than the direction: for the first time in the roughly 5,500 years that cities have existed, the typical human being is now an urban one.

Key idea: The legal city, the physically built-up urban area, and the commuting-linked metropolitan area are three different things, and careful urbanists always know which one they are talking about.

Why cities exist at all

Cities are expensive places to live. Land costs more, disease historically spread faster, noise and crowding grind on people, and for most of history city dwellers died younger than villagers. So why did people keep coming? Because proximity is valuable enough to outweigh all of that. Being near other people lowers the cost of every kind of interaction: trading goods, hiring workers, finding customers, borrowing money, learning skills, worshiping, and governing. A city is, at bottom, a machine for reducing the distance between people who have something to exchange.

History shows several overlapping reasons for founding cities, and most great cities combine more than one:

  • Markets and trade. Farmers with surplus grain needed a place to exchange it for tools, cloth, and salt. Market towns grew at crossroads, river fords, and harbors, wherever routes met and goods changed hands or changed vehicles. Geographers call these break-of-bulk points: places like ports where cargo must be unloaded anyway, so storage, finance, and processing cluster there.
  • Defense. Walls are expensive, so people shared them. Many early cities began as fortified refuges, and their compact, walkable cores still show it.
  • Ritual and power. Temples, palaces, and courts anchored cities from Uruk to Beijing. A capital concentrates administrators, priests, soldiers, and everyone who feeds and clothes them.
  • Production. From medieval guild towns to Manchester's mills to Silicon Valley's labs, places that make things pull in workers, suppliers, and rivals, and the pull feeds on itself.

Economists give the self-feeding pull a name you will meet repeatedly in this course: agglomeration economies, the productivity advantages that come simply from locating near others. A firm in a big city can hire from a deep pool of specialized workers; workers can change jobs without changing homes; suppliers and customers are close; and ideas leak productively from firm to firm through conversations, job changes, and imitation. Later, in Module 5, you will see modern evidence that doubling a city's size raises the productivity of its firms and workers by a measurable amount. For now, hold the intuition: cities exist because nearness pays.

Key idea: People accept the high costs of crowding because proximity lowers the cost of exchange in every market that matters: goods, labor, capital, and ideas. That bargain, costs of density against benefits of density, is the engine of urban history.

The urban bargain: what density buys and what it charges

Think of city life as a ledger. On the benefit side sit thick labor markets (more employers to choose from, so a lost job is less catastrophic), specialization (a town of 500 cannot support a violin teacher or a kidney surgeon, a metro of 5 million supports dozens), shared infrastructure (one water system serving a million households costs far less per household than a million wells), and faster learning (you absorb skills from the people around you). On the cost side sit high rents, congestion, noise, pollution, and historically, contagion. Nineteenth-century cities were so unhealthy that they grew only because migrants kept arriving; deaths outran births inside the walls.

Almost every urban controversy you will study is an argument about this ledger. Zoning tries to separate the costs (the noisy factory) from homes, sometimes wisely, sometimes disastrously. Transportation policy tries to keep proximity's benefits while taming congestion. Housing policy fights over who gets to enjoy the benefits of expensive, productive places. Public health engineering, sewers and clean water, quietly flipped the ledger in the 1800s and made the modern metropolis survivable at all, a story Lesson 3 tells in full.

Key idea: Density delivers benefits and imposes costs at the same time, and urban policy is largely the craft of keeping the benefits while managing the costs, rather than pretending either side of the ledger away.

Who studies cities?

Urban studies is a crossroads, not a single discipline, and each field brings its own lens. Knowing the lenses helps you spot what any one account might be missing.

  • Urban sociology asks how city life shapes social relations. The Chicago School of the 1920s treated the city as a laboratory: Ernest Burgess drew his famous concentric-zone diagram of Chicago, and Louis Wirth argued in 1938 that three variables, size, density, and social heterogeneity, produce a distinctive urban way of life, more anonymous and more tolerant than village life.
  • Urban economics asks how markets arrange activity across space. Its workhorse is bid-rent thinking: land goes to the user who will pay most for a location, which is why banks outbid bookstores downtown and why rents fall as you move outward.
  • Urban geography maps and explains spatial patterns: where growth, wealth, and poverty sit and why there.
  • Urban history, anthropology, and political science supply the long view, the close-up view of communities, and the analysis of who holds power over land and budgets.
  • City planning is the applied profession that turns all of this into comprehensive plans, zoning codes, street designs, and budgets. Planners work for governments, consultancies, nonprofits, and developers, and Module 6 examines the craft in detail.

The disciplines disagree productively. An economist may read rising downtown rents as a healthy price signal; a sociologist may read the same rents as community rupture; a planner has to act with both readings on the desk. This course will keep presenting multiple lenses, because honest urbanism rarely comes from a single one.

Key idea: Sociology, economics, geography, history, political science, and the applied profession of planning each illuminate a different face of the city, and the strongest analysis uses several lenses at once.

How to read a city: your basic toolkit

You can start doing urban studies today, with four tools that professionals never outgrow.

1. The walk. Walk a street slowly and interrogate it. How wide is the roadway compared with the sidewalks? Do buildings meet the sidewalk with doors and windows, or turn blank walls and parking lots to it? Are there people out, and who are they: office workers, parents with strollers, nobody? A street with narrow sidewalks, fast traffic, and blank frontages is telling you what its designers valued. Jane Jacobs, whom you will meet properly in Module 2, built a whole critique of planning on disciplined sidewalk observation.

2. The map. Compare a satellite view of your neighborhood with one of a prewar neighborhood in the same metro. Notice block sizes, street connectivity, and how much land the roads and parking consume. Historical map layers reveal what was demolished; many American downtowns lost a third or more of their buildings to parking and urban renewal in the twentieth century.

3. The data. The Census Bureau's American Community Survey publishes neighborhood-scale estimates of population, income, rent burden, commuting, and much more, free, for every census tract in the country. One worked example: if a tract's median gross rent is 1,500 dollars a month and its median renter household income is 45,000 dollars a year, then the typical renter pays 18,000 of 45,000 dollars, which is 40 percent of income, well above the 30 percent threshold analysts use to flag a cost burden. You will run calculations like this throughout the course.

4. The plan and the code. Nearly every city posts its comprehensive plan and zoning code online. Look up your own block's zoning district and read what it permits. Students are routinely astonished to learn that the neighborhood they live in, corner stores, duplexes, apartments over shops, would be illegal to build today under its own current zoning. That gap between the city we have and the city the rules allow is one of the central tensions this course examines.

Key idea: Direct observation, maps, census data, and the city's own plans and codes are the four basic instruments of urban analysis, and all four are free and public.

Common misconceptions

  • Cities are unnatural, and people live in them only out of necessity. Cities are among the oldest human institutions, about 5,500 years old, and people have always been drawn by opportunity as much as pushed by need.
  • The city on the map and the real city are the same thing. Municipal boundaries usually capture a fraction of the functional metropolis; analysts rely on urban areas and metropolitan areas instead.
  • Urbanization means skyscrapers. Most urban territory, in the United States and worldwide, is low-rise neighborhoods; a place qualifies as urban by population and density, not by tall buildings.
  • Urban studies is just architecture. Buildings are one ingredient; the field is equally about markets, laws, budgets, social life, and politics.
  • You need special credentials to analyze a city. The core tools, observation, maps, census data, and public plans, are free and open to any resident willing to use them.

A Short History of Cities: From Uruk to the Industrial Metropolis

The big picture

Every city you will ever walk through is a layered document. Boston's twisting downtown lanes record seventeenth-century cow paths and shorelines; Barcelona's vast gridded Eixample records one 1859 plan; a six-lane American arterial lined with drive-throughs records the 1950s as faithfully as a medieval wall records the 1300s. Historians call this layering a palimpsest, a manuscript written over but never fully erased. To read a city today you need at least a sketch of the 5,500 years that wrote it.

This lesson compresses that history into one arc with a consistent through-line: in every era, the size and shape of cities were set by two constraints, how far people could travel in about an hour, and how much food, water, and waste the available infrastructure could move. When technology loosened those constraints, cities changed form, quickly and often violently. Keep that through-line in hand; it will explain more than any list of dates.

The first cities: Mesopotamia and beyond

Cities first appear in the archaeological record around 3500 BCE in Mesopotamia, the land between the Tigris and Euphrates in modern Iraq. The usual exhibit A is Uruk, which at its height around 2900 BCE may have held 40,000 or more people behind roughly ten kilometers of walls. Uruk had the full urban kit: monumental temples, specialized crafts, long-distance trade, social hierarchy, and, crucially, writing, invented in large part to keep accounts of grain and goods. That is no coincidence. Cities require moving surplus food from countryside to town, and moving surplus requires record-keeping, taxation, and administration. The city and the state grew up together.

Urbanism was not a one-time invention that diffused from Iraq. It arose independently in at least half a dozen regions: the Indus Valley, China, Egypt, Mesoamerica, the Andes, and West Africa. The Indus city of Mohenjo-daro (about 2500 BCE) is startlingly modern: a planned grid of streets, standardized bricks, and household drains feeding covered sewers, sanitation engineering that European cities would not match for 4,000 years. Chinese imperial capitals such as Chang'an were laid out as vast cosmological diagrams, walled rectangles aligned to the cardinal directions with the palace at the ritual heart, planning as a statement about heaven and hierarchy. Different civilizations, in short, planned cities long before the modern profession existed, and their plans encoded their values.

Key idea: Cities emerged with agriculture's surplus and the states that managed it, arose independently across the world, and from the very beginning were planned artifacts that expressed the values of their builders.

The classical city: infrastructure makes scale

Greek cities contributed two durable ideas. The agora, the open market and assembly space at the center of Athens, established the public square as the city's civic heart, a form that survives in every plaza and town green. And the planner Hippodamus of Miletus (fifth century BCE) became antiquity's most famous advocate of the orthogonal grid, laying out the port of Piraeus and giving his name to the Hippodamian plan. Grids are easy to survey, easy to divide into equal lots, and easy to extend, which is why colonizers from Rome to Spain to the American land surveys kept returning to them.

Rome showed what infrastructure could do for scale. At its height the city likely held around one million people, a size no European city would reach again for 1,500 years. That population was possible only because of engineering: eleven aqueducts delivering water, the Cloaca Maxima draining the lowlands, paved roads and Mediterranean shipping hauling grain from Egypt and North Africa, and dense mid-rise apartment blocks called insulae housing the masses, often shoddily and dangerously. Rome also displayed the pathologies of scale, congestion so bad that Julius Caesar restricted daytime wheeled traffic, chronic fires, and collapse-prone speculative building. When the empire fragmented, the aqueducts and grain fleets failed, and the city shrank to perhaps 30,000 people in the early medieval period. The lesson cuts deep: a big city is not a natural fact but an achievement of continuously maintained systems.

Key idea: Classical cities proved that infrastructure, water, sewers, roads, and shipping, sets the ceiling on urban size, and that when the systems fail, the city physically contracts.

Medieval, Islamic, and American cities: many urban traditions

Medieval European towns grew organically inside their walls, producing the intimate, irregular street webs tourists now love. They were small, a few thousand to a few tens of thousands, but institutionally inventive: chartered towns won rights of self-government and market privileges, and the guilds that regulated trades foreshadowed modern occupational licensing and land use rules. Walls made land scarce, so buildings grew tall and narrow; when plague arrived in 1347, density turned deadly, killing a third or more of many towns.

Meanwhile the largest and most sophisticated cities of the era were mostly not in Europe. Baghdad was founded in 762 CE as a planned perfect circle nearly two kilometers across, and within a century may have been the largest city in the world. Tang-era Chang'an held on the order of a million people. In the Americas, the Aztec capital Tenochtitlan, built on an island in Lake Texcoco, astonished the Spanish in 1519: likely 200,000 or more residents, causeways and canals for circulation, aqueducts for fresh water, and floating raised fields called chinampas feeding the city. Any history of urbanism that treats Europe as the main stage misreads the evidence.

Renaissance and baroque Europe then revived deliberate grand design: ideal-city treatises, star-shaped fortress towns, and above all the baroque toolkit of straight avenues, axial vistas, and monumental squares, designed to display power and move troops. Pope Sixtus V cut straight pilgrimage streets through Rome in the 1580s; Versailles organized a whole landscape around the palace. File the toolkit away: Haussmann will pick it up in Paris in the 1850s, and Washington, D.C. was laid out with it in 1791.

Key idea: Multiple urban traditions, European, Islamic, Chinese, and American, developed distinct and sophisticated forms, and the baroque grammar of axes and vistas became the template later planners used to remake cities.

The industrial explosion

For all that variety, cities before 1800 shared one constraint: everyone walked. A city could sprawl no farther than about an hour on foot, so even the greatest were compact, mixed, and vertical near the center. The steam engine broke the constraint and every equilibrium with it.

Factories clustered where coal, water, and rail met, and they needed hands. The countryside emptied toward the mills. Manchester, the world's first industrial city, grew from roughly 25,000 people in 1770 to over 300,000 by 1850, and observers came from across Europe to gape at it, at the forests of smokestacks and at the slums. London swelled from about one million in 1800 to six and a half million by 1900, the largest city in human history to that point. Chicago went from a frontier village of under 5,000 in 1840 to 1.7 million by 1900, faster growth than any large city had ever recorded. In 1800 roughly 3 percent of humanity lived in towns of 5,000 or more; by 1900, Britain became the first majority-urban nation in history.

The growth outran every system the pre-industrial city had. Workers packed into subdivided houses, cellars, and purpose-built tenements at densities that are hard to believe today; parts of New York's Lower East Side around 1900 were among the densest neighborhoods ever measured, with some blocks exceeding 1,000 people per acre. Water came from wells sunk beside privies. Cholera, a waterborne disease that arrived from Asia in the 1830s, swept the industrial cities in repeated epidemics; life expectancy in mid-century Manchester and Liverpool ran two decades or more below the surrounding countryside. Friedrich Engels documented Manchester's courts and cellars in 1845 in a book that still reads as reportage. The industrial city was the most productive human artifact ever built, and it was killing its inhabitants.

Transport then redrew the map a second time. Horse-drawn omnibuses, then steam railroads, then the electric streetcar after 1888 let the middle classes trade a long walk for a ride and a suburban house. The walking city stretched into a star-shaped streetcar city, fingers of development following the tracks, with the poor left in the aging core. The separation of home from work, of class from class, and of city from suburb, the geography this whole course wrestles with, is largely an artifact of these decades.

Key idea: Industrialization made cities grow faster than their water, housing, and sanitary systems could bear, producing both unprecedented wealth and unprecedented mortality, and new transport stretched the compact walking city into a class-sorted metropolis.

What this history teaches a planner

Three patterns from 5,500 years are worth carrying forward. First, transport writes urban form: the walking city, the streetcar city, and the automobile city are three different physical worlds, each produced by how far an hour of travel reached. Second, infrastructure is destiny: cities scale up when water, sewerage, food logistics, and energy scale up, and they decay when maintenance stops, a warning with obvious climate-era relevance. Third, crisis produces reform: nearly every planning institution you will study in this course, sanitation, building codes, zoning, public housing, was born from a documented catastrophe. The next lesson turns to the first and greatest of those reform waves, the nineteenth-century response to the industrial city's filth, and the birth of the profession itself.

Common misconceptions

  • Cities were invented once, in Mesopotamia, and spread from there. Urbanism arose independently in at least six world regions, including the Indus Valley, China, Mesoamerica, and West Africa.
  • Pre-modern cities were unplanned. Mohenjo-daro's grid and drains, Chang'an's cosmological layout, and Baghdad's round plan show deliberate large-scale design thousands of years before the modern profession.
  • Medieval Europe had the world's greatest cities. For most of the medieval era the largest cities were in China and the Islamic world, and Tenochtitlan outclassed contemporary European capitals.
  • Industrial cities grew because they were healthy places to live. Deaths exceeded births in many of them; they grew because migration outran the death rate.
  • Suburbs began with the automobile. Railroad and streetcar suburbs stretched cities outward decades before mass car ownership; the car accelerated a sorting that rails began.

The big picture

By 1850 the industrial city was an emergency in plain sight: cholera returning every few years, rivers running as open sewers, families living eight to a cellar room. Modern city planning was invented, piece by piece over the following 75 years, as a series of answers to that emergency. This lesson follows four of the answers that still structure your city today: the sanitary engineers who plumbed the city, the state modernizers who carved boulevards through it, the visionaries who tried to escape it altogether, and the lawyers who learned to regulate it parcel by parcel.

Keep one question in mind throughout, because it never goes away: each reform solved a real problem and created a new one, and each distributed its costs and benefits unevenly. Learning to see both sides of a famous reform, honestly and at the same time, is the core skill this lesson practices.

The sanitary awakening

The first planners were, in effect, plumbers and statisticians. In Britain, Edwin Chadwick's 1842 Report on the Sanitary Condition of the Labouring Population marshaled mortality tables to show that filth tracked poverty and that disease was, in a meaningful sense, a design flaw: cities lacked clean water in and waste water out. In 1854 the physician John Snow mapped cholera deaths in London's Soho and traced them to a single contaminated water source, the Broad Street pump, a founding act of both epidemiology and data-driven urbanism. When the stench of the sewage-choked Thames made Parliament nearly unbearable in the summer of 1858, remembered as the Great Stink, the engineer Joseph Bazalgette got funding for the vast interceptor sewer system that still serves London.

The same wave crossed the Atlantic. New York opened the Croton Aqueduct in 1842; American cities laid water and sewer networks through the late 1800s; and mortality in big cities finally began to fall. Reformers also attacked the housing itself. The photographer-journalist Jacob Riis exposed tenement conditions in How the Other Half Lives (1890), and New York's Tenement House Act of 1901 required light, air, and indoor toilets in new tenements, an early landmark of the building codes you now take for granted. Alongside sanitation came the parks movement: Frederick Law Olmsted and Calvert Vaux's Central Park, begun in the late 1850s, treated green space as public infrastructure, the lungs of the city, and nearly every American city followed with parks of its own.

Key idea: Modern planning began as public health engineering: water supply, sewerage, housing codes, and parks were responses to measured mortality, and they are the reason big-city life stopped being a death sentence.

Haussmann's Paris: the power and price of the grand project

Between 1853 and 1870, Emperor Napoleon III's prefect Georges-Eugene Haussmann rebuilt Paris on a scale no European capital had attempted. His crews demolished swaths of the crowded medieval center and drove straight, tree-lined boulevards through it, connecting rail stations, monuments, and new parks. Below ground he doubled the water supply and built hundreds of kilometers of sewers; above ground came uniform six-story apartment blocks, new squares, and the great parks at the city's edges. The project gave Paris light, circulation, modern utilities, and the look the world now considers quintessentially Parisian.

Now the other side of the ledger, because it is just as real. Haussmann's works displaced tens of thousands of poor Parisians, whose neighborhoods were demolished with little compensation and who were pushed to the city's periphery; rents in the rebuilt center rose beyond workers' reach. The financing was opaque and debt-heavy and eventually cost Haussmann his job. Critics then and since have also noted that broad, straight boulevards served the state's interest in moving troops and preventing the street barricades of Paris's revolutionary tradition, though historians debate how much that motive drove the design compared with circulation, commerce, and sanitation. Both readings can be true at once, and that is the honest lesson: the grand project delivered genuine public goods and imposed concentrated harm on those with the least power, a pattern you will see again in twentieth-century urban renewal.

Key idea: Haussmann's Paris is the template of state-led city remaking: real gains in health, circulation, and beauty, purchased with displacement of the poor and centralized power, a double ledger every later mega-project shares.

Garden Cities: escaping the city to fix it

Where Haussmann rebuilt the metropolis, the English court stenographer Ebenezer Howard proposed leaving it. His 1898 book, later republished as Garden Cities of To-morrow, diagnosed the era's choice with a famous diagram of three magnets: the town offered wages and society but filth and rents; the country offered air and beauty but low pay and isolation. His third magnet, town-country, was a new kind of settlement: a planned town of about 32,000 people, ringed by a permanent agricultural greenbelt, with industry and jobs of its own, and, crucially, with the land owned by the community so that rising land values would fund public services rather than enrich landlords. When one garden city filled, another would be founded nearby, forming a constellation he called the social city.

Howard was no armchair theorist. His movement actually built Letchworth (from 1903) and Welwyn Garden City (from 1920), both still functioning towns north of London. The idea's influence is hard to overstate: Britain's postwar New Towns program, greenbelts around British cities, America's Depression-era greenbelt towns, and countless planned communities worldwide descend from it. But the idea was also diluted in transmission. Developers borrowed the curving streets and the trees and dropped the jobs, the greenbelt, and the community land ownership, producing not garden cities but garden suburbs, commuter bedrooms with the aesthetics and none of the economics. Critics add that even at full strength the model answers the city's problems by leaving, which cannot help the millions who remain.

Key idea: Howard's Garden City fused physical design with land economics, community land ownership capturing the value growth creates, and its history shows how a radical reform can be admired, copied, and hollowed out at the same time.

The City Beautiful: civic grandeur and its critics

The American reform wave took a different, more theatrical turn. The 1893 World's Columbian Exposition in Chicago, a temporary white classical city of courts and lagoons visited by millions, convinced a generation that orderly, monumental design could dignify democratic life. Its chief, the architect Daniel Burnham, went on to lead the McMillan Plan that restored and extended Washington's monumental core (1902) and the sweeping 1909 Plan of Chicago, with its lakefront parks, civic center, and regional highways, a document often called America's first metropolitan plan. The City Beautiful movement gave American cities their grand union stations, museum campuses, boulevards, and civic centers, and it planted the idea that a city should have a professional, comprehensive plan at all.

Its limits were pointed out even at the time. Beautification budgets flowed to marble courthouses while tenements stood untouched a mile away; critics quipped that the movement decorated the city rather than fixing it. Jane Jacobs would later dismiss its monumental centers as dead zones stitched onto living neighborhoods. A fair verdict keeps both truths: the City Beautiful built durable, genuinely loved public places and helped invent the planning profession, and it largely dodged the housing and sanitation problems that were the era's real crisis.

Key idea: The City Beautiful proved that Americans would fund grand civic design and comprehensive plans, while its neglect of housing showed that beauty alone is not a housing policy, a critique that shaped the profession's next turn toward regulation.

Zoning: the quiet revolution of 1916-1926

The reform with the largest footprint on your daily life is the least photogenic: the legal invention of zoning, dividing a city into districts and regulating what may be built in each. German cities pioneered district-based building regulation in the late 1800s, and American reformers imported and adapted it. The breakthrough came in New York. Fifth Avenue merchants wanted to keep garment factories and their crowds of workers away from luxury shopping; downtown interests were alarmed by the 40-story Equitable Building (1915), which rose straight up from its lot lines and shadowed whole blocks. The result was the 1916 New York City Zoning Resolution, the first comprehensive American ordinance, which regulated uses by district and forced towers to step back as they rose, producing the wedding-cake skyline of interwar Manhattan.

The idea spread with astonishing speed, helped by Commerce Secretary Herbert Hoover's advisory committee, whose Standard State Zoning Enabling Act (1920s) gave states model legislation to let their cities zone. Within a decade, hundreds of municipalities had ordinances. The Supreme Court settled zoning's constitutionality in Village of Euclid v. Ambler Realty Co. (1926), upholding an Ohio suburb's ordinance as a valid use of the police power, government's authority to regulate for health, safety, and general welfare. The Court reasoned that separating uses was akin to the common law of nuisance, keeping the pig out of the parlor. Notice, though, what the opinion also said: it spoke of apartment houses as near-nuisances that could rightly be excluded from single-family districts. From its first day, zoning carried a double potential, a tool for order and health, and a tool for keeping unwanted buildings, and by extension unwanted people, out. Southern cities had already tried explicitly racial zoning, which the Court struck down in Buchanan v. Warley (1917); Module 4 examines how exclusion then continued by other means.

By the mid-1920s the profession itself had institutions: the first National Conference on City Planning met in 1909, the American City Planning Institute, ancestor of today's American Planning Association and its AICP credential, formed in 1917, and Britain had passed its first Housing and Town Planning Act in 1909. Planning had become a job, with tools: the sewer, the plan, the park, and the code.

Key idea: Zoning began in 1916 New York as a response to towers and factory crowding, spread through Hoover's model act, and was blessed by Euclid in 1926 as nuisance-prevention, but its power to exclude apartments, and people, was visible from the start.

Common misconceptions

  • City planning began with zoning. Sanitation, parks, and housing codes came first; zoning arrived only in 1916 in the United States, late in the reform wave.
  • Haussmann's Paris was purely a military project to stop barricades. Circulation, sanitation, and commerce were central goals; troop movement was one motive among several, and historians debate its weight. The displacement of the poor, however, is not debated.
  • Garden cities were just leafy suburbs. Howard's model required local jobs, a greenbelt, and community land ownership; the suburbs that borrowed its look dropped its economics.
  • The City Beautiful movement solved the slum problem. It largely bypassed housing; its achievements were civic spaces, plans, and the professionalization of planning.
  • Euclid v. Ambler merely approved neutral land use sorting. The opinion explicitly endorsed excluding apartment houses from single-family districts, foreshadowing zoning's exclusionary uses.

Module 2: The Shape of the City

How zoning codes, density, and design decisions produce the physical city you actually experience: land use rules from Euclidean to form-based, the geography of downtowns and sprawl, and the craft of public space.

The big picture

Ask someone why their neighborhood looks the way it does and they will usually answer with taste, history, or the market. The deeper answer is a legal document most people never read. A city's zoning code specifies, parcel by parcel, what may be built, how big, how tall, how far back from the street, and with how much parking. Developers do not build what they want; they build the most profitable thing the code allows. If you want to predict what a piece of land will become, read the code before you read the market.

This lesson teaches you to read one. We will take apart a typical American ordinance, follow how a real project moves through the approval system, then compare the dominant Euclidean model with its main alternatives and lay out the reform debate now reshaping codes across the country. By the end you should be able to open your own city's code, find your block, and explain what the rules are producing.

Anatomy of a zoning code

A conventional code has two halves: a map dividing the city into districts, and text stating what each district permits. Districts usually carry letter-number labels. R-1 might be single-family detached housing on large lots, R-3 low-rise apartments, C-2 general commercial, M-1 light industrial. The pattern of letters on the map is the city's implicit plan for itself.

Within each district the text sets two families of rules. Use regulations say what activities are allowed: permitted by right, allowed only with a special or conditional permit after a hearing, or prohibited. Bulk and dimensional standards shape the building itself. The main dials are:

  • Minimum lot size: the smallest parcel on which you may build, for example 7,500 square feet. This single number is the strongest determinant of suburban density.
  • Setbacks: required distances from front, side, and rear lot lines, which push buildings away from the sidewalk and from each other.
  • Height limits: in feet or stories.
  • Lot coverage: the maximum share of the parcel the building footprint may occupy.
  • Floor area ratio (FAR): total building floor area divided by lot area. FAR 2.0 on a 10,000 square foot lot permits 20,000 square feet of building, whether as two floors covering the whole lot or four floors covering half of it.
  • Parking minimums: required off-street spaces, such as two per dwelling unit or one per 250 square feet of retail. Lesson 8 shows how consequential this number is.
  • Density caps: a maximum number of dwelling units per acre, sometimes binding even when the FAR would allow more building.

Work an example, because the arithmetic is where the code becomes visible. Suppose a half-acre lot, about 21,780 square feet, sits in a district with a 7,500 square foot minimum lot size, 25-foot front setbacks, and single-family-only use. The maximum legal outcome is two houses. Now rezone the identical parcel to allow FAR 1.5 with no unit cap and reduced parking: the same land could hold roughly 32,000 square feet of building, perhaps 30 apartments. Nothing about the soil, the location, or the demand changed. Only the text changed, and it changed the parcel's capacity fifteenfold. That is why zoning fights are so bitter: the code creates and destroys value with a vote.

Key idea: A zoning code is a map of districts plus text setting uses and bulk standards, and its numeric dials, lot size, setbacks, height, FAR, parking, and density caps, determine what can physically exist on any parcel.

How development actually gets approved

Codes describe the ideal case; the approval process is where most projects actually live. Four paths matter.

By right. The project complies with everything, so staff issue permits administratively. Fast, cheap, predictable. Most homes in fast-building metros are built this way.

Variance. The applicant asks a zoning board of appeals to waive a dimensional rule, traditionally requiring proof of a hardship unique to the property, not one the owner created and not merely financial. Variances are supposed to be rare safety valves. In practice, boards in many cities grant them routinely, which quietly turns the code into a negotiation.

Conditional or special use permit. The use is allowed in the district only after review, with conditions attached: a hospital in a residential zone, a drive-through on a commercial strip. Expect hearings, neighbor testimony, and conditions on hours, lighting, and screening.

Rezoning or map amendment. The applicant asks the legislative body to change the district itself. This is a political act, not an administrative one, and it can take a year or more. A related practice, spot zoning, singling out one parcel for treatment inconsistent with the surrounding plan, is disfavored and sometimes struck down by courts.

Two structural consequences follow, and they explain much of American housing politics. First, discretionary review invites opposition by process: whoever shows up to hearings shapes outcomes, and research on planning and zoning meetings consistently finds attendees skew older, whiter, longer-tenured, and more likely to be homeowners than the community as a whole. Second, discretion imposes cost and risk. A project needing an 18-month rezoning must carry land, pay lawyers and consultants, and accept the chance of losing. Those costs favor large, well-capitalized developers and disfavor the small builder putting up a duplex, which is one reason the small-scale builder nearly vanished from American housing in the late twentieth century.

Key idea: The difference between by-right approval and discretionary review shapes who builds, what gets built, and how much it costs, often more than the written standards do.

Euclidean zoning and its critics

The dominant American model is Euclidean zoning, named for the Euclid case of 1926, not for the geometer. Its logic is separation: sort uses into districts and keep them apart. That logic made real sense in 1916, when a tannery or coal-fired foundry next to housing was a genuine health hazard, and it still makes sense at the extremes. Nobody wants a chemical plant adjoining an elementary school.

The criticisms are equally serious, and they arrive from several directions at once:

  • It bans the traditional neighborhood. Corner stores, apartments above shops, and duplexes on residential streets, the ordinary fabric of pre-1930 cities, are illegal under most modern residential districts. Many beloved neighborhoods could not be rebuilt under the rules that now govern them.
  • It mandates driving. If homes, jobs, and shops must be separated, trips between them lengthen and walking stops being practical, a link Module 3 examines closely.
  • It constrains housing supply. Research assembled by planning scholars and by federal agencies finds that in high-demand metros, restrictive land use rules raise housing prices by limiting how much can be built where people want to live.
  • It has been used to exclude. Large minimum lot sizes, bans on apartments, and minimum house sizes raise the cost of entry into a community. Module 4 treats this history directly.
  • It regulates the wrong thing. Modern retail, offices, and light manufacturing are far less noxious than 1916 industry, yet the code still separates by category rather than by actual impact.

Key idea: Euclidean zoning's core move, separating uses, was a defensible answer to industrial-era nuisance, but applied to a post-industrial economy it outlaws traditional neighborhoods, mandates driving, and restricts supply.

Alternatives: performance and form-based codes

Two families of reform tackle the problem differently. Performance zoning regulates measured impacts rather than categories: instead of banning manufacturing outright, set limits on noise at the property line, traffic generation, odor, vibration, and lighting, and permit any use that meets them. A quiet software assembly shop passes; a stamping plant does not. The approach is intellectually clean and is used mainly for industrial and environmental standards, since measuring and enforcing impacts is harder than checking a list.

Form-based codes flip the priority: regulate the building's form and its relationship to the street, and be relatively relaxed about what happens inside. A form-based code specifies how close the building sits to the sidewalk, where the entrance and windows go, the height in stories, where parking hides, and the street's own design, then lets the use change over time. The reasoning is that a well-shaped four-story building on a main street works whether it holds apartments, a dental office, or a bakery, and that uses turn over faster than buildings do. Form-based codes are commonly organized by the transect, a gradient of settlement intensity from rural to urban core that the next lesson explains in detail. Miami's Miami 21 code, adopted in 2009, is the best-known citywide American example; Nashville, Denver, and dozens of smaller cities use form-based standards for downtowns and corridors.

The zoning reform debate right now

Zoning reform has become one of the most active areas of American state and local policy, and it does not map neatly onto party lines. The main proposals on the table:

  • Legalizing missing middle housing: allowing duplexes, triplexes, fourplexes, and small apartment buildings in districts previously reserved for detached houses. Oregon (2019) and California (2021) enacted statewide versions; Minneapolis ended single-family-only zoning citywide in its 2040 plan.
  • Accessory dwelling units (ADUs): legalizing backyard cottages and basement or garage apartments. California's successive ADU laws produced tens of thousands of permits, and ADUs have become the most widely copied reform because they add homes without changing a neighborhood's basic look.
  • Eliminating or reducing parking minimums: dozens of cities, including Buffalo, Minneapolis, San Jose, and Austin, have removed them citywide.
  • Transit-oriented upzoning: allowing greater height and density near rail stations and frequent bus corridors.
  • Streamlining approvals: converting discretionary reviews into by-right approval when a project meets objective standards, and setting deadlines ("shot clocks") for decisions.

Supporters argue that these measures let supply respond to demand, lower long-run costs, reduce driving and emissions, and undo exclusionary rules. Skeptics raise real concerns that deserve a fair hearing: that new market-rate housing in a low-income neighborhood may accelerate displacement pressure, that upzoning can hand windfalls to landowners without any affordability requirement, that infrastructure, schools, sewers, water, must be funded to match, and that removing local review reduces community voice over local change. Early evidence is mixed and still accumulating: ADU and missing-middle laws have measurably increased permits in some jurisdictions and produced little construction in others, because financing, construction costs, lot geometry, and building codes also constrain what gets built. The defensible summary is that zoning reform is necessary but not sufficient: it removes a binding legal constraint without addressing construction costs, subsidy needs, or the specific protections lower-income renters require, topics Module 4 takes up directly.

Key idea: Current reforms, missing-middle legalization, ADUs, parking minimum repeal, transit-oriented upzoning, and by-right streamlining, relax legal limits on supply, but their effects depend on financing and construction costs, and they do not by themselves guarantee affordability for the lowest-income households.

Common misconceptions

  • Zoning is the same everywhere. Codes are local and vary enormously; Houston famously has no conventional zoning, relying instead on deed restrictions and development ordinances.
  • Euclidean zoning is named after geometry. It is named after Euclid, Ohio, the village in the 1926 Supreme Court case.
  • Zoning determines whether something gets built. Zoning sets the legal ceiling; financing, construction costs, and market demand determine whether anyone builds up to it.
  • Variances are minor technicalities. Frequent variance-granting converts a rule-based system into a discretionary one, with real consequences for cost and equity.
  • Form-based codes ignore uses entirely. Most still regulate genuinely noxious uses; they simply stop sorting compatible ones into separate districts.

Density, the Transect, and the Geography of Sprawl

The big picture

Density is the most argued-about and least carefully defined word in urban policy. At a public hearing, "density" can mean a 40-story tower, a three-story apartment building, or simply more neighbors than someone wants. Meanwhile the actual numbers surprise almost everyone: some of the densest urbanized areas in the United States are in Southern California, not the Northeast, and Manhattan today is less densely populated than it was in 1910. If you cannot measure density precisely, you cannot argue about it honestly.

This lesson gives you the measurements, then the vocabulary of the transect to describe places along a gradient, then the long argument about sprawl: what it is, what produced it, what it costs, and what can fairly be said in its defense. The goal is not to hand you a verdict but to equip you to reach one with evidence.

Measuring density properly

Three distinct measures travel under one name, and confusing them wrecks discussions.

  • Gross density divides population by all the land in an area, including streets, parks, water, and industrial land. It is the measure behind most published city and metro figures.
  • Net density divides population or units by only the developed residential land. Net figures always run higher than gross ones, sometimes by a factor of two or three, so quoting one against the other produces false comparisons.
  • Perceived density is how crowded a place feels, which depends on building form, street width, greenery, noise, and how many people you actually see. A neighborhood of four-story buildings with courtyards can feel calmer than a district of towers surrounded by empty plazas, even at the same measured density.

Some anchoring figures help calibrate intuition. Rural counties may hold fewer than 20 people per square mile. Postwar American suburbs typically run 2,000 to 5,000 people per square mile. Older streetcar neighborhoods of duplexes and small apartment buildings reach 10,000 to 20,000. Dense urban districts such as much of San Francisco or Chicago's lakefront exceed 25,000. Manhattan averages roughly 70,000 people per square mile, and Dhaka and Mumbai contain neighborhoods several times denser than that. One instructive comparison: the Los Angeles urbanized area is denser than the New York urbanized area by gross measurement, because Los Angeles lacks New York's very dense core but also lacks its very sparse outer ring. Averages conceal distributions, so always ask about the shape of the curve, not just its mean.

Density also has a historical direction people rarely expect. Manhattan's population peaked around 1910 at roughly 2.3 million and stands well below that today, because tenement households were vastly larger and household size has fallen everywhere. A neighborhood can lose half its population without losing a single building, simply because families shrank, a phenomenon planners call household deconcentration. Many American neighborhoods that feel "full" hold fewer residents than they did in 1950.

Key idea: Gross, net, and perceived density are three different things, and shrinking household sizes mean many neighborhoods now hold fewer people than they once did in exactly the same buildings.

The transect: places on a gradient

Rather than sorting land into "urban" and "rural," the rural-to-urban transect describes a continuous gradient of settlement intensity, borrowed from ecology's cross-sections of habitats. The version used in form-based codes runs through six zones:

Two ideas make the transect more than a labeling scheme. First, elements should be immersive and consistent: a T3 neighborhood wants street trees, generous setbacks, and quiet lanes, while a T5 main street wants storefronts at the sidewalk, on-street parking, and wide walkways. Importing T5 elements into T3, or T3 elements into T5, produces the incoherent places most of us can name, the strip mall set behind a parking lagoon on what should be a main street, or the isolated tower in a field. Second, the transect legitimizes every zone. It does not say density is good and sparseness bad; it says each zone has its own success conditions, and the planner's job is to make each one work well and to manage the seams between them.

Key idea: The transect replaces the urban-rural binary with a gradient in which each zone has its own coherent design logic, and most place-making failures come from mixing elements across zones.

Downtowns, neighborhoods, suburbs

The classic American metropolis has three broad parts. The central business district concentrates offices, government, culture, and specialized retail, historically because rail and streetcar lines converged there and because face-to-face business needed proximity. Downtowns declined sharply in the mid-twentieth century as jobs and shopping followed households outward, revived substantially from the 1990s through the 2010s, and now face a serious post-2020 test as remote and hybrid work cut weekday office occupancy. Many cities are responding with office-to-residential conversion, which is architecturally harder than it sounds: deep floor plates far from windows, plumbing risers designed for a few restrooms per floor, and mechanical systems built for daytime-only occupancy all resist conversion, so only a minority of office buildings convert economically.

Neighborhoods are the residential quarters between core and edge, and their form marks the era of their construction almost as reliably as tree rings. Pre-1900 walking neighborhoods have small blocks and shops at corners. Streetcar neighborhoods, roughly 1890 to 1930, have gridded streets, sidewalks, front porches, and commercial strips along the old car lines. Postwar subdivisions have curving streets, cul-de-sacs, deep setbacks, attached garages, and separated shopping. You can date a neighborhood from a satellite image with reasonable accuracy once you learn these signatures.

Suburbs deserve more care than they often get. They are not new: rail suburbs date to the 1840s. They are not uniformly affluent: poverty has grown faster in American suburbs than in central cities since 2000, and a majority of poor residents in large metros now live outside the central city. They are not uniformly white: suburbs have diversified substantially, and many first-ring suburbs are now majority nonwhite. And they are not uniformly low density: some inner suburbs are denser than the small cities near them. Any analysis that treats "suburb" as a synonym for affluent, white, and spacious is working from a picture that is decades out of date.

Key idea: Downtown, neighborhood, and suburb are useful categories only if kept current: downtowns face a remote-work test, neighborhood form encodes its construction era, and suburbs today are economically and racially diverse.

Sprawl: definition, causes, and the honest debate

Sprawl is best defined not as growth but as a pattern of growth with four measurable traits: low density, separated land uses, poor street connectivity, and development that consumes land faster than population grows. That last trait is the sharpest test. Between 1982 and 2017 American developed land grew substantially faster than population in most metros, meaning each new resident occupied more land than the previous one.

Sprawl was not a market accident. It was produced by a set of identifiable policies stacked on top of genuine consumer preference for space and privacy:

  • Highway construction, above all the Interstate program authorized in 1956, made distant land accessible and effectively free to reach at the margin.
  • Federal mortgage policy, through the Federal Housing Administration and later the GI Bill, made new suburban single-family construction dramatically cheaper to finance than urban rehabilitation, and until 1968 those programs operated with explicitly discriminatory underwriting, covered in Module 4.
  • Zoning, with its large minimum lot sizes, use separation, and parking minimums, mandated low-density form and made anything else illegal.
  • Fragmented local government let each suburb zone for its own fiscal advantage without regard to regional consequences.
  • Cheap fuel and rising incomes made long commutes affordable, and many households genuinely preferred yards, quiet, and newer schools.

The costs are reasonably well documented: more vehicle travel and higher transportation emissions per household, higher per-capita infrastructure costs for roads, pipes, and services spread over more land, loss of farmland and habitat, more impervious surface and stormwater runoff, longer emergency response times, and higher combined housing-plus-transportation cost burdens for households that must own multiple cars. Research on urban sprawl and health has also linked auto-dependent development patterns with lower physical activity, and traffic fatality rates per capita are generally higher in sprawling metros than compact ones.

Now the other side, presented fairly, because sprawl's critics sometimes skip it. Suburban development delivered homeownership, space, and newer housing to tens of millions of households, and survey after survey finds many Americans genuinely prefer a detached house with a yard. Land at the edge is cheaper, so peripheral construction has been an important source of relatively affordable new housing, and metros that build freely at the edge, such as Houston, Dallas, and Atlanta, have kept housing costs far below coastal metros that restrict growth everywhere. Some anti-sprawl measures, notably strict urban growth boundaries without matched upzoning inside them, can raise land prices by constraining supply. And "sprawl" is sometimes used as an aesthetic complaint dressed up as an analysis, or, less comfortably, as a proxy for objecting to how other people choose to live.

The strongest position acknowledges all of this: the problem is not that low-density living exists, but that policy has for decades mandated it as the only legal option across most metropolitan land, while pricing driving below its full social cost. The reform most consistent with the evidence is not banning suburbs but legalizing the alternatives and letting households choose among honestly priced options. That framing, which the EPA's smart growth program and many state reform efforts have adopted, is where Module 3 picks up with transportation.

Key idea: Sprawl is a policy-produced pattern with real environmental, fiscal, and health costs and real benefits in space and affordability, and the strongest critique targets the mandate for low density rather than low density itself.

Common misconceptions

  • Density means skyscrapers. Most of the world's densest neighborhoods are mid-rise; towers surrounded by open space can be less dense than continuous four-story blocks.
  • Suburbs are affluent and white. Poverty has grown faster in suburbs than in central cities since 2000, and many first-ring suburbs are majority nonwhite.
  • New York is America's densest place by every measure. Manhattan is exceptionally dense, but the Los Angeles urbanized area is denser than New York's overall on a gross basis.
  • A neighborhood is fuller than it used to be. Falling household sizes mean many neighborhoods hold fewer residents today than in 1950 with the same buildings.
  • Sprawl happened purely because consumers chose it. Consumer preference was real, but highways, federal mortgage policy, zoning mandates, and fragmented governance made low density the default and often the only legal option.

The big picture

Two plazas can have identical dimensions, sunlight, and budgets, and one will be full of people at lunchtime while the other stands empty for decades. Urban design is the discipline that explains the difference. It sits between architecture, which designs individual buildings, and planning, which sets policy and land use: urban design shapes the space between buildings, the part everyone shares and nobody owns individually.

This lesson gives you the working vocabulary of that discipline, then walks through the most famous argument in American urbanism, the conflict between Jane Jacobs and Robert Moses, treated fairly rather than as a morality play. It ends with practical tools you can use to judge whether a public space is working and why.

What urban design actually manipulates

A handful of variables do most of the work.

Enclosure. People generally feel comfortable in outdoor spaces that feel like rooms. The rule of thumb is the ratio of building height to street width: roughly 1:1 to 1:3 feels enclosed and pleasant, while ratios beyond about 1:6, single-story buildings set far back along a wide road, feel like leftover space rather than a place. This is why a narrow European lane with four-story buildings feels intimate and an eight-lane arterial with one-story strip retail feels like nowhere at all.

Active frontage. What the ground floor does to the sidewalk matters enormously. Doors, windows, and shopfronts every few meters give a walker something to look at and somewhere to go; blank walls, parking garages, and long fences kill the sidewalk. Designers count "doors per hundred meters" as a rough index. Jan Gehl's studies in Copenhagen found that people walk noticeably faster past blank facades than active ones, and that they are far less likely to stop, linger, or return.

Human scale. Detail matters at the speed of walking. A pedestrian passing a facade at about 5 kilometers per hour notices texture, materials, signage, and small variations; a driver at 60 kilometers per hour needs large, simple forms. Buildings designed for the driver's eye, big blank masses and oversized signs, are boring or hostile at walking speed, which is one reason auto-oriented corridors rarely become good places even when businesses thrive there.

Permeability and block size. Small blocks give walkers choices and distribute activity; large superblocks funnel everyone onto a few edges and make walking indirect. Portland's roughly 60-meter blocks are famously walkable; superblocks of 200 meters or more sharply reduce route options.

The edge effect. Gehl and others documented that people occupy the edges of spaces first, along building faces, under arcades, at the rim of a plaza, and only fill the middle when the edges are taken. Design a plaza with no comfortable edges and it will read as empty even when people cross it constantly.

Key idea: Urban design works through enclosure, active frontage, human-scale detail, small permeable blocks, and comfortable edges, and these variables predict whether a space attracts people far better than budget or architectural style does.

Jane Jacobs and eyes on the street

In 1961 Jane Jacobs, a writer and editor with no planning degree, published The Death and Life of Great American Cities, the most influential book ever written about American urbanism. Her method was observation: she watched her own Greenwich Village block and asked why it worked when the professionally planned projects nearby did not.

Her central concept was eyes on the street. Safety on a sidewalk, she argued, comes primarily not from police but from the informal surveillance of people who have reason to be present and looking: shopkeepers, residents at windows, and the continuous stream of passersby. That surveillance requires design and use conditions to sustain it: buildings must face the street with doors and windows, there must be a clear separation of public sidewalk from private space, and, most importantly, there must be enough activity throughout the day to keep people out there. Her four generators of diversity followed: mixed primary uses so different people arrive at different hours, short blocks for route choice and cross-connection, buildings of varied age and condition so rents vary and small businesses can afford space, and sufficient density of people.

Her critique of mid-century planning was blunt: superblock towers set in open lawns, rigid use separation, and slum clearance destroyed the intricate social order they claimed to improve. Empty landscaped grounds were not amenity, she argued, but unwatched space; separating uses emptied streets for most of the day; and clearance destroyed networks of relationships that had taken generations to form and could not be rebuilt by decree.

Jacobs was not always right, and taking her seriously means saying so. Her account of density and diversity does not by itself explain how neighborhoods become unaffordable, and the neighborhoods she celebrated later became among the most expensive in America, partly because their supply was frozen by the preservation politics her admirers embraced. She was skeptical of large-scale planning in ways that later opponents of housing and transit projects have used against the very urbanism she wanted. And her observations of Greenwich Village did not generalize automatically to every context. But the core insight, that streets are living social systems that design can support or destroy, reoriented the entire field and is now close to consensus.

Key idea: Jacobs argued that sidewalk safety and vitality come from continuous informal surveillance sustained by mixed uses, short blocks, varied buildings, and sufficient density, and her observational method changed how the profession reasons about streets.

Robert Moses, told fairly

Robert Moses held a series of appointed positions in New York from the 1920s to the 1960s and accumulated extraordinary power over public works, funded substantially through toll revenue and authority bonds that insulated him from ordinary politics. What he built is genuinely enormous: hundreds of playgrounds, Jones Beach and the state park system that made the shore accessible to ordinary New Yorkers, major bridges including the Triborough and Verrazzano, Lincoln Center, the parkway network, and much of the infrastructure that carried the metropolitan region into the automobile era. Supporters point out that New York's government in the 1920s was notoriously incapable of executing anything, and that Moses proved public works at scale were still possible in a democracy.

What he also did is documented and serious. His expressway projects, most infamously the Cross-Bronx Expressway, drove through dense occupied neighborhoods; the Cross-Bronx alone displaced thousands of households, and the South Bronx's subsequent decline is widely, though not universally, linked to it. His urban renewal clearances under Title I of the 1949 Housing Act razed large districts of what he called slums, displacing tens of thousands of predominantly Black and Puerto Rican residents with grossly inadequate relocation assistance. Robert Caro's 1974 biography The Power Broker documented these harms and, controversially, alleged discriminatory intent in specific decisions; some later historians have contested particular claims while accepting the broad pattern of harm. The general point stands independent of any single anecdote: his projects imposed their costs overwhelmingly on people without political power, and he consistently refused to weigh their objections.

The famous collision came over the proposed Lower Manhattan Expressway, a ten-lane elevated highway that would have cut across SoHo and Little Italy, and over an earlier plan to run a road through Washington Square Park. Jacobs helped organize the opposition; the park road was defeated in 1958 and the expressway was killed in 1962 and formally abandoned by 1969. Those defeats are usually told as a clean moral victory, and in outcome they largely were: the neighborhoods survived and are now treasured. But the fairer historical reading is that the era's argument was not between a good person and a bad one. It was between two incompatible theories of how a city should change: comprehensive, expert-led transformation at regional scale, versus incremental, locally grounded evolution. Each theory has characteristic failures. Moses-style planning imposed catastrophic costs on the powerless. Jacobs-style localism, generalized into today's review processes, can make it nearly impossible to build the housing and transit that growing cities need, and it hands the loudest voice to incumbent property owners. Modern planning practice is still trying to find the settings between those two failure modes, and no one has fully solved it.

Key idea: Moses built essential regional infrastructure and inflicted severe, documented harm on politically powerless neighborhoods; Jacobs defended the neighborhood scale and helped stop projects that would have destroyed it; the enduring lesson is that both comprehensive imposition and pure localism have characteristic failure modes.

Public space and placemaking

The study of what makes public space work became empirical in the 1970s, when William H. Whyte filmed New York plazas over several years for the Street Life Project. His findings were unglamorous and powerful. The single best predictor of a plaza's use was sittable space: benches, steps, ledges, and above all movable chairs, which let people control their own position, sun, and social distance. Sun matters, wind kills, water and food attract, and, in his most quoted finding, what attracts people most in a public space is other people. Whyte's research directly reshaped New York's plaza regulations, requiring seating and sunlight in exchange for the zoning bonuses developers received.

These findings matured into placemaking, the practice of shaping public spaces around observed human behavior rather than around design abstractions or traffic engineering. Its practical toolkit is deliberately modest: put out chairs and tables, program the space with markets and performances, add food, improve lighting, narrow the crossing distance, plant shade trees, and, crucially, observe what people actually do before and after each change. "Lighter, quicker, cheaper" interventions, paint, planters, temporary seating, let cities test a design for a few thousand dollars before committing to a few million. New York's conversion of Times Square from a traffic sewer to a pedestrian plaza began exactly this way, in 2009, with paint, planters, and lawn chairs, and only later became a permanent capital project.

Two caveats keep placemaking honest. First, some spaces fail for reasons no amount of furniture can fix: no one lives or works within walking distance, or the surrounding buildings turn blank walls to the space. Design cannot manufacture demand that geography does not supply. Second, public space improvement can raise nearby rents and contribute to displacement pressure, a tension Module 5 addresses directly. Neither caveat argues against good public space; both argue for pairing it with attention to who benefits.

Key idea: Empirical study of plazas showed that sittable space, sun, food, and the presence of other people drive public space use, and placemaking applies those findings through cheap, observable, reversible experiments.

Streets, Walking, and Cycling: Designing for People Outside a Car

The big picture

Streets are usually a city's largest single landholding, commonly a quarter to a third of all land in an urbanized area. They are also its most consequential design decision, because a street's dimensions determine how fast cars travel, and speed determines who lives and who dies. A pedestrian struck at 30 kilometers per hour has roughly a 90 percent chance of surviving; struck at 50 kilometers per hour the survival chance falls to about 50 percent, and at 65 or above survival becomes unlikely. Nearly everything in this lesson follows from that curve.

For most of the twentieth century, American street design pursued a single objective: move the maximum number of motor vehicles at the highest safe-feeling speed. That objective was embedded in engineering manuals, funding formulas, and professional habit so deeply that it looked like physics rather than policy. This lesson shows you the machinery behind that objective, the reform movement now dismantling it, and what actually works to make walking and cycling safe and ordinary.

Functional classification and the engineering it produces

American transportation engineering sorts streets by functional classification, a hierarchy based on the balance between movement and access:

  • Freeways and expressways: full movement, no direct property access, grade-separated.
  • Arterials: high volume, moderate access, wide, signalized, and typically the most dangerous streets in any city.
  • Collectors: gather traffic from local streets and feed arterials.
  • Local streets: direct property access, low volumes and speeds.

The classification is not merely descriptive; it prescribes design. Once a road is classified an arterial, the standards call for wider lanes, wider clear zones, larger turning radii, and higher design speeds. Each of those choices makes drivers comfortable going faster. Wide lanes signal a highway; a large corner radius lets a driver turn without slowing; a broad shoulder feels forgiving. The result is the American stroad, a widely used coinage for the hybrid street-road that fails at both jobs: too many driveways and signals to move traffic efficiently, and too fast and wide to be a decent place. Suburban arterials lined with strip retail are the archetype, and crash data consistently show them as the deadliest environments for people on foot.

A second piece of machinery is level of service (LOS), a letter grade from A to F traditionally assigned to intersections based on vehicle delay. LOS A means free flow; LOS F means congestion. Because environmental review and traffic studies for decades required maintaining an acceptable LOS, a project that would slow cars could be required to widen roads, remove crosswalks, or add turn lanes as mitigation. The metric quietly encoded a value judgment, that driver delay is the harm that matters, and made pedestrian-friendly design legally harder. This is why the reform matters: California replaced LOS with vehicle miles traveled (VMT) as the metric in its state environmental review in 2018, so a project is now evaluated by how much driving it induces rather than by how much it delays drivers. Changing the metric changed which projects are legal.

Key idea: Functional classification and level of service are not neutral descriptions; they are design and legal machinery that made wide, fast streets the default and made slowing traffic a regulatory problem to be mitigated.

Complete streets and traffic calming

The complete streets movement asks designers to accommodate all users, people walking, cycling, taking transit, and driving, including children, older adults, and people with disabilities. Over 1,700 complete streets policies have been adopted across the United States. The concrete elements are unglamorous and effective:

  • Narrower travel lanes: reducing lanes from about 3.6 meters to 3.0 meters reduces speeds with no meaningful loss of capacity at urban speeds.
  • Road diets: converting a four-lane undivided street to two lanes plus a center turn lane and bike lanes. Federal Highway Administration research reports crash reductions on the order of 19 to 47 percent depending on context, while carrying similar traffic volumes, since the center turn lane removes rear-end conflicts.
  • Curb extensions (bulb-outs): shorten crossing distances and improve sight lines at corners.
  • Median refuge islands: let people cross one direction at a time, cutting exposure roughly in half.
  • Raised crossings, speed humps, chicanes, and tight corner radii: physically enforce lower speeds. Physical design beats posted limits, because most drivers travel at the speed the road feels designed for regardless of the sign.

Vision Zero, originating in Sweden in 1997 and now adopted by many American cities, reframes the entire problem. Its premise is ethical and systemic: no loss of life in traffic is acceptable, humans will always make mistakes, so the system must be designed so that mistakes are not fatal. This shifts responsibility from individual behavior toward the design of streets and vehicles, and it prioritizes speed management above all, because speed determines whether a collision is a fender bender or a funeral. Results have been mixed in practice: Sweden and several European cities cut fatalities substantially, while American cities that adopted Vision Zero pledges without changing street design or enforcing speeds saw little improvement, and United States pedestrian deaths rose sharply from the 2010s onward, driven partly by taller and heavier vehicles whose front-end geometry is more lethal to people on foot. The honest lesson is that a pledge without physical redesign changes nothing.

Key idea: Complete streets and traffic calming work by changing what a street physically communicates to drivers, and Vision Zero succeeds only where cities actually redesign streets and manage speeds rather than merely adopting the slogan.

Walkability: what it is and what it takes

Walkability is not one thing. It has at least four requirements, and failing any one of them is enough to keep people in cars.

  1. Useful. There must be somewhere worth walking to within roughly 400 to 800 meters, a five to ten minute walk. This is a land use condition, not a design one: no sidewalk quality can fix a district with nothing in it.
  2. Safe. Protection from traffic through separation, slow speeds, short crossings, and adequate signal timing. Standard pedestrian signal timing assumes a walking speed of about 1.2 meters per second, which many older adults cannot meet, a small parameter with large consequences.
  3. Comfortable. Shade, seating, shelter, decent paving, and continuous accessible routes. The Americans with Disabilities Act sets requirements for curb ramps and accessible paths, and a route that fails for a wheelchair user usually fails for a stroller and a delivery cart too.
  4. Interesting. Active frontages, varied buildings, and visible human activity, the design qualities from the previous lesson.

Connectivity underpins all four. A gridded street network offers many direct routes; a cul-de-sac subdivision may place a store 200 meters away as the crow flies but 1.5 kilometers by legal route. Planners measure this with the ratio of network distance to straight-line distance, or by counting intersections per square kilometer. It is the single most reliable structural predictor of whether people walk, and it is essentially unfixable after construction, which is why subdivision street layout deserves far more attention than it gets.

Key idea: Walkability requires destinations within a short distance, safety from traffic, physical comfort and accessibility, and visual interest, and street network connectivity is the structural precondition that cannot be retrofitted.

Cycling: what actually moves the numbers

Cycling shows more clearly than any other mode that infrastructure, not culture, drives behavior. The Netherlands is the standard example, and its story is instructive precisely because it is recent. Dutch cycling collapsed through the 1950s and 1960s as car ownership rose. In the early 1970s, rising child traffic deaths provoked the Stop de Kindermoord (stop the child murder) protest movement, and the 1973 oil crisis added urgency. The Dutch then spent fifty years methodically rebuilding streets around protected cycling. Their bicycle mode share, over a quarter of all trips nationally, is a policy achievement, not a national trait.

What the evidence supports:

  • Protected lanes matter most. Physical separation from traffic, by curbs, planters, or parked cars, produces far larger ridership gains than paint alone, and it especially draws in the large group of people who are interested in cycling but concerned about safety.
  • Networks beat segments. A protected lane that ends abruptly at the hardest intersection provides little practical benefit. Connected, continuous networks are what change trip decisions.
  • Intersections are where the danger concentrates. Most serious bicycle crashes happen at junctions, so protected intersections, separate signal phases, and daylighting (keeping corners clear of parked vehicles for visibility) do disproportionate work.
  • Safety in numbers. Multiple studies find that as cycling volumes rise, the crash rate per cyclist falls, likely because drivers adapt to expecting cyclists.
  • Electric bikes extend the range. E-bikes flatten hills and stretch the practical trip distance from roughly 5 kilometers to 15 or more, which materially expands who can cycle and for what trips.

Two fair caveats. Bike lane projects that remove parking or travel lanes generate genuine local conflict, and business owners frequently fear losing customers, though studies of completed projects generally find retail sales stable or improved. And cycling is not a universal solution: it does not serve every trip, every age, every climate, or every level of physical ability, which is why it belongs in a portfolio with transit and walking rather than as a substitute for them.

Common misconceptions

  • Wider lanes are safer. On urban streets, wider lanes encourage higher speeds; narrower lanes reduce speeds without meaningful capacity loss.
  • Lowering the speed limit sign slows traffic. Drivers respond mainly to the design speed a street communicates; physical changes are what actually reduce speeds.
  • Road diets cause gridlock. Four-to-three lane conversions typically carry similar volumes while cutting crashes substantially, because the center turn lane removes conflicts.
  • The Dutch cycle because of culture. Dutch cycling collapsed mid-century and was rebuilt through deliberate street redesign after 1970s protests and the oil crisis.
  • Adopting Vision Zero reduces deaths. Only cities that actually redesign streets and manage speeds see reductions; the pledge alone has produced little in the United States.

Transit, Highways, and Parking: The Machinery of Movement

The big picture

Three systems determine how a metropolis moves: the transit network, the highway network, and the parking supply. Each is shaped less by engineering than by finance and law, and each carries a history that many residents have never been taught. This lesson covers all three honestly, including the part of American transportation history that is painful and thoroughly documented: the deliberate routing of urban highways and clearance projects through Black and low-income neighborhoods in the mid-twentieth century.

The unifying insight is that transportation is not a neutral service delivered to a pre-existing city. Transportation investment creates the city. Where you put the capacity is where the development goes, whose neighborhood you cut is whose wealth is destroyed, and what you require builders to provide, above all parking, silently determines what can be built at all.

Transit modes and what they are for

Transit is a family of technologies suited to different densities and demands.

True bus rapid transit means dedicated lanes, level boarding, off-board fare payment, signal priority, and frequent all-day service. Bogota's TransMilenio, opened in 2000, is the canonical high-capacity example. The frequent complaint that "BRT does not work" usually refers to systems that adopted the branding without the dedicated lanes, and a bus stuck in the same traffic as cars is simply a bus.

The most important variable in transit is not technology but frequency. A service every 10 minutes or better lets people show up without consulting a schedule; anything worse forces trip planning and makes transfers punishing. Transit planner Jarrett Walker frames the core institutional choice as the ridership-coverage trade-off. Concentrating service on dense corridors maximizes riders per dollar; spreading it thinly across a service area maximizes the share of residents with some access, serving equity and political goals but carrying few people. Neither is wrong, but agencies must choose deliberately, and boards that never make the choice explicit tend to drift toward thin coverage everywhere and poor service for everyone.

Key idea: Frequency, dedicated right of way, and a deliberate choice between ridership and coverage matter more to transit success than which vehicle technology a city buys.

Transit economics

Almost no transit system anywhere covers its operating costs from fares, and this is not evidence of failure. American systems typically recovered roughly a quarter to a third of operating costs at the farebox before 2020, and less afterward. Roads do not cover their costs from user fees either: federal fuel tax revenue has fallen well short of highway spending for years, with general funds making up the difference, and local streets are funded mostly from property and sales taxes paid by everyone, including people who do not drive. Comparing a subsidized transit system with a road network treated as free is the single most common analytical error in transportation debates.

Transit economics have distinctive features worth understanding:

  • High fixed costs, low marginal costs. Once a bus is running, another passenger costs almost nothing, which is why raising fares to cover costs can backfire by driving away riders.
  • The Mohring effect. More riders justify more frequent service, which reduces waiting time, which attracts more riders. Transit has increasing returns, so scale improves quality.
  • Peak demand drives cost. Fleets and crews are sized for rush hour and sit underused midday, which is why all-day and reverse-commute ridership is disproportionately valuable.
  • Value capture. Transit raises nearby land values, and some systems recover part of that. Hong Kong's rail operator famously funds construction partly through property development, and American cities use tax increment financing and special assessment districts.
  • Benefits are external. Reduced congestion, emissions, crashes, and expanded labor market access accrue to non-riders too, which is the standard economic justification for subsidy.

Transit-oriented development (TOD), compact mixed-use development around stations, is the land use half of transit policy. It works only if zoning actually permits density near stations, which is often not the case; American cities have repeatedly built expensive rail lines and then left surrounding parcels zoned for parking lots and single-family homes, guaranteeing weak ridership.

Key idea: Transit systems and road systems are both subsidized, transit has increasing returns to scale through the Mohring effect, and rail investment produces riders only where land use policy permits density around stations.

The highway era and its documented harms

The Federal-Aid Highway Act of 1956 authorized the Interstate Highway System with a 90 percent federal funding share, an extraordinary subsidy that made urban freeway construction nearly free to states and cities. Highways were originally justified for intercity travel and defense mobility, but the urban segments were where the largest social consequences fell.

The facts are documented and are stated plainly here. Urban interstate construction and the urban renewal programs authorized by the Housing Act of 1949 together displaced an estimated one million or more Americans from their homes. Federal officials and researchers have acknowledged the pattern: routes were disproportionately driven through Black and low-income neighborhoods, in part because land there was cheaper, in part because those communities lacked the political power to resist, and in some documented cases because officials explicitly used highways as barriers between white and Black areas or as a means of clearing districts they labeled blighted. The federal appraisal maps of the 1930s that graded Black neighborhoods as hazardous, examined in Module 4, supplied a ready-made justification for calling those neighborhoods slums.

Specific cases are well studied. Interstate 375 in Detroit destroyed Black Bottom and Paradise Valley, a Black commercial and cultural district. Interstate 40 through Nashville was routed to cut through the Black business district on Jefferson Street after an earlier alignment was changed. New Orleans' Claiborne Avenue, a broad oak-lined boulevard that anchored Black commercial life, was covered by an elevated expressway in the late 1960s. The Cross-Bronx Expressway, discussed in Module 2, is the most cited example of all. Similar accounts exist in dozens of cities, and the United States Department of Transportation has publicly acknowledged this history in recent years, with federal programs such as Reconnecting Communities established to help remove or bridge highways that divided neighborhoods.

The harm was not only displacement at the moment of construction. Compensation for taken homes was often below replacement cost, and displaced households frequently could not buy elsewhere because of the discriminatory lending practices covered in Module 4, so families lost accumulated wealth permanently. Remaining neighborhoods were cut in half, lost their commercial streets, and absorbed decades of noise and vehicle exhaust; research continues to document elevated asthma rates and pollution exposure along urban freeway corridors. This history is not a matter of interpretation; it is the record, and any honest account of American cities has to include it.

Key idea: Federally funded urban highways and urban renewal displaced roughly a million Americans, disproportionately Black and low-income residents, destroying homes, businesses, and accumulated wealth, and leaving lasting pollution and severance in the neighborhoods that remained.

Induced demand

Now the question that follows: did the highways at least solve congestion? The evidence says no, and the reason has a name.

Induced demand is the principle that expanding road capacity generates additional traffic that fills it. Duranton and Turner's widely cited 2011 study of American metropolitan areas found a nearly one-to-one relationship: a 10 percent increase in lane kilometers was associated with roughly a 10 percent increase in vehicle kilometers traveled, a finding often called the fundamental law of road congestion. Multiple later studies have found similar magnitudes.

The mechanism is ordinary economics rather than anything mysterious. New capacity temporarily lowers the time cost of driving, and lower cost brings more consumption from several sources at once: people who shifted to off-peak hours return to the peak; people who took another route or mode switch to the widened road; people take trips they previously skipped; and, over years, households and businesses relocate farther out because the commute now seems tolerable, which locks in the extra driving permanently. That last channel is why widening rarely delivers durable relief, and why the classic Los Angeles or Katy Freeway examples show congestion returning within a few years of a major expansion.

Two honest qualifications. First, induced demand does not mean roads are useless; the additional travel represents real trips people wanted to take, and some of that travel has genuine economic value. The point is that widening should not be sold as a congestion cure, because it is not one. Second, the effect runs in reverse. When road capacity is removed, some traffic disappears rather than diverting, an effect documented as traffic evaporation when the Embarcadero Freeway in San Francisco and the Cheonggyecheon expressway in Seoul were demolished, and feared gridlock did not materialize. The tool economists most consistently recommend for congestion is congestion pricing, charging for road use at busy times, which has cut traffic and raised revenue in London, Stockholm, Singapore, and, from 2025, in Manhattan's central business district.

Key idea: Expanding urban road capacity induces roughly proportional new driving, so widening cannot durably cure congestion, while removing capacity can evaporate traffic and pricing can manage it.

Parking: the most consequential invisible rule

Few policies shape cities as powerfully with as little public attention as minimum parking requirements, the zoning rules requiring builders to supply off-street parking. Typical requirements have run at about 2 spaces per apartment, 1 per 250 square feet of retail, and far more for restaurants and theaters. The economist Donald Shoup's work, especially The High Cost of Free Parking (2005), showed that these numbers were largely invented, copied between cities without local study, derived from surveys of peak demand at suburban sites where parking was free, and then applied everywhere as legal minimums.

The consequences compound:

  • Land consumption. A parking space plus its access aisle takes roughly 30 square meters. Requiring two per apartment can demand more land for cars than for people, which is why parking minimums quietly make mid-density housing physically impossible on small lots.
  • Cost. Structured parking commonly costs 25,000 to 50,000 dollars per space in American cities, and underground parking more. Those costs enter rents and prices, so households without cars subsidize those with them.
  • Design damage. Required parking pushes buildings back from sidewalks, creates blank frontages and curb cuts, and produces the low-density auto-oriented form that then makes driving necessary, a self-reinforcing loop.
  • Small business barriers. An old storefront that cannot add parking may be legally unusable for a restaurant, freezing viable buildings in place.
  • Underpriced curb space. Shoup estimated that a substantial share of downtown traffic in congested districts consists of drivers cruising for underpriced curb spaces.

Shoup's prescriptions have been widely adopted: remove minimums and let builders decide; price curb parking to achieve roughly 85 percent occupancy so a space is usually available, as San Francisco's SFpark demonstrated; and return meter revenue to the neighborhood that generates it to build local political support. Buffalo removed minimums citywide in 2017, Minneapolis in 2021, and dozens of cities have followed, with California ending them near transit statewide in 2022. The honest caveat is that removing minimums does not mean removing parking. Developers still build parking where lenders and buyers demand it; the reform simply stops the law from mandating more than the market wants and lets neighborhoods that do not need it stop paying for it.

Key idea: Minimum parking requirements were copied between cities without local evidence, and they consume land, raise housing costs, damage street design, and induce driving, which is why removing them and pricing curb space has become a mainstream reform.

Common misconceptions

  • Transit should pay for itself. Neither transit nor roads cover costs from user fees; highways and local streets rely heavily on general taxes.
  • Widening a highway fixes congestion. Induced demand fills new capacity at roughly a one-to-one rate over several years.
  • Removing a freeway causes gridlock. Traffic evaporation was documented in San Francisco and Seoul, where some trips simply did not reappear elsewhere.
  • Urban highway routes through Black neighborhoods were coincidental. Federal agencies and extensive research document deliberate targeting, cheap land, and lack of political power as drivers of those alignments.
  • Free parking is free. Its cost is embedded in rents, prices, and land, paid by everyone including people who do not own cars.

Module 4: Housing

How housing markets actually work, why affordability collapsed in high-demand metros, the documented history of housing segregation, and the policy toolkit for homelessness and affordability with its evidence and trade-offs.

How Housing Markets Work and Why Affordability Collapsed

  • Explain housing as a durable, immobile, heterogeneous asset and how filtering moves units through the market.
  • Measure affordability using cost burden and identify who is most affected.
  • Analyze the supply and demand forces behind the affordability crisis in high-demand metros.

The big picture

Housing is the largest expense in most household budgets and the largest asset most families own, and the market that delivers it behaves unlike almost any other. It is worth slowing down on the mechanics, because most bad housing arguments come from applying ordinary market intuitions to a good that violates them.

Here is the puzzle we are working toward. Between 2000 and the mid-2020s, rents and home prices in metros like San Francisco, Boston, New York, Seattle, and Los Angeles rose far faster than incomes, while metros like Houston and Atlanta, facing similar population growth, saw much smaller increases. Something other than growth explains the divergence. This lesson builds the analytical tools to say what.

Five properties that make housing strange

  • Durability. Buildings last 50 to 150 years or more, so the vast majority of the housing anyone lives in this year was built in previous decades. New construction adds only about 1 percent to the stock annually. This has a crucial implication: policy affects the existing stock's price mainly at the margin, and supply changes work slowly.
  • Immobility. Housing cannot move to where demand is. A vacant house in a shrinking region does nothing for a family priced out of a booming one. Every housing market is therefore local, and national averages hide everything that matters.
  • Heterogeneity. No two units are identical: location, size, condition, and neighborhood all differ. Prices reflect a bundle of attributes, which is why economists use hedonic models to separate the value of an extra bedroom from the value of a good school district.
  • Lumpiness and high transaction costs. You cannot buy 12 percent more house. Moving costs money, time, and social ties, so households stay put through considerable price changes, making demand slow to adjust.
  • Dual nature as shelter and asset. This is the deepest tension in housing politics. For a renter, rising prices are pure loss. For an owner, they are wealth accumulation, often the family's main savings. Because homeowners vote at higher rates and dominate local hearings, local politics has a structural tilt toward policies that restrict supply and raise prices. No amount of good analysis dissolves that conflict; it can only be managed.

Key idea: Housing is durable, immobile, heterogeneous, lumpy, and simultaneously shelter and an investment, and that final duality means one group's affordability gain is another group's wealth loss, which structures the politics.

Filtering and the supply chain

New housing is almost always expensive housing, because construction costs, land, and financing set a floor. So how does the market ever serve moderate-income households? Through filtering: as buildings age and newer, more desirable units appear, older units decline in relative price and pass down to lower-income households. Most affordable housing in the United States is not subsidized; it is simply older market-rate housing that has filtered down.

Filtering has a testable implication that has been examined repeatedly in recent years: building expensive new units should reduce pressure on cheaper ones by absorbing higher-income demand. Studies using migration chains have traced who moves into new market-rate buildings and who moves into the units they vacate, generally finding that a new market-rate building opens a chain of moves that reaches middle- and lower-income units within a few rounds, and research on new supply in several cities finds rent growth slowing in the immediate vicinity of new construction. This is the strongest empirical case for the "build more housing" position.

But filtering has real limits, and the honest version states them. It is slow, working over decades. It runs in reverse in hot markets: when demand is intense, old units are renovated and filter up rather than down, which is precisely what residents of gentrifying neighborhoods observe. It never reaches the lowest incomes, because even a fully depreciated unit costs money to operate, maintain, insure, and pay taxes on; a household earning 18,000 dollars a year cannot afford an unsubsidized unit anywhere in the country at 30 percent of income. And filtering describes a metro-wide process while displacement is experienced block by block, which is why aggregate evidence and neighborhood experience can genuinely conflict without either being wrong. Module 5 returns to this.

Key idea: Filtering delivers most unsubsidized affordable housing by moving older units down the income ladder, but it is slow, reverses in hot markets, and never reaches the lowest-income households, who require subsidy.

Measuring affordability

The standard American measure is the 30 percent rule: households spending more than 30 percent of gross income on housing and utilities are cost burdened, and those above 50 percent are severely cost burdened. The threshold traces back to mid-twentieth-century lending conventions and the National Housing Act framework, and it is a blunt instrument. A household earning 300,000 dollars spending 35 percent has choices a household earning 25,000 spending 35 percent does not, which is why analysts also use the residual income approach, asking what remains after housing to cover food, transport, health care, and child care.

The scale of the problem, drawn from federal housing data, is severe. Roughly half of American renter households are cost burdened, and about a quarter are severely burdened, paying more than half their income for shelter. Cost burden is heavily concentrated at the bottom of the income distribution: among households in the lowest income quartile, severe burden is the norm rather than the exception. HUD's own analysis uses the concept of worst case housing needs, very low-income renters without assistance who pay more than half their income or live in severely inadequate housing, a population that has numbered in the millions and has grown.

Two refinements sharpen the picture. First, housing and transportation should be considered together: a cheaper home 40 kilometers out can cost more in total once two cars, fuel, insurance, and time are counted, which is why combined housing-plus-transportation cost measures are now standard practice. Second, the binding shortage is specific. HUD and housing researchers consistently find that the deepest gap is in units affordable to extremely low-income households, those at or below 30 percent of area median income, where the national shortage runs into the millions of units. That specificity matters for policy: a general increase in housing supply does not automatically produce units at that price point.

Key idea: Cost burden at 30 percent of income is the standard measure, about half of American renters exceed it, and the sharpest shortage is in units affordable to extremely low-income households, which market construction does not directly supply.

Why costs exploded in high-demand metros

Housing prices are set where supply meets demand in a specific local market. Both sides moved.

On the demand side: knowledge-economy job growth concentrated in a handful of metros, and high-wage workers bid up local housing. Household formation continued while household size fell, so a stable population needs more units over time. Interest rates fell for decades, raising what buyers could borrow at a given payment and capitalizing into prices, then rose sharply after 2021, freezing owners into low-rate mortgages and shrinking the supply of homes for sale. Investor purchases of single-family homes grew in some markets, and short-term rentals removed units from the long-term stock in tourist-heavy areas, though both are secondary to the fundamentals in most metros.

On the supply side: this is where the metros diverge. Restrictive land use regulation limits how much can be built where demand is highest: single-family-only zoning across most residential land, height and density caps, parking minimums, and lengthy discretionary review. Research using regulatory restrictiveness indices consistently finds that more heavily regulated metros show weaker supply response and stronger price growth for a given demand shock. Beyond regulation, construction costs rose faster than general inflation, construction labor productivity has been notoriously stagnant for decades, skilled trade labor is scarce, and materials costs spiked in the 2020s. The 2008 crash also produced a lasting shortfall: American housing construction fell far below trend for roughly a decade after 2008, and the cumulative deficit is estimated in the millions of units.

The natural experiment is the comparison the lesson opened with. Fast-growing Sun Belt metros that permit abundant construction, including at the edge, have kept price growth far below coastal metros with comparable or lower population growth, and Austin's 2023-2024 rent declines after a large multifamily construction wave became a widely cited recent case. This is strong evidence that supply constraints are a major driver of the divergence, while acknowledging that edge-heavy growth carries the sprawl costs Module 2 examined and that supply alone does not solve the extremely low-income gap.

Key idea: Concentrated demand met constrained supply, and the metros that restricted construction most saw prices rise most, while construction costs, labor scarcity, and a decade-long post-2008 building shortfall compounded the problem everywhere.

How housing gets financed and built

Understanding why a needed building does not appear requires a brief look at the pro forma, the developer's financial model. A project pencils out only if expected revenue covers land, hard costs (materials and labor), soft costs (design, permits, fees, legal, financing), and a return sufficient to attract investors given the risk. Delay is expensive: every month of review adds carrying cost on land and loans. This is why approval timelines are not a procedural detail but a direct determinant of what gets built and at what price.

On the demand side, the American mortgage system is unusual and shapes everything. The 30-year fixed-rate mortgage, made standard through federal intervention after the Depression, is rare internationally and exists because government-sponsored enterprises purchase and securitize loans, transferring interest rate risk away from lenders. The mortgage interest deduction and capital gains exclusion further subsidize ownership, and both flow overwhelmingly to higher-income households, an important fact when people describe housing subsidy as something only low-income renters receive. Federal support for homeownership dwarfs federal spending on rental assistance.

Key idea: Development happens only when a project pencils out, so land, construction, and approval delay costs determine feasibility, and the largest federal housing subsidies flow through the mortgage system to higher-income homeowners rather than to renters.

Common misconceptions

  • Most affordable housing is government-built. The large majority is older market-rate housing that has filtered down in relative price.
  • Building luxury apartments only raises rents. Migration-chain and local-supply studies generally find new market-rate housing eases pressure on cheaper units metro-wide, though neighborhood effects can differ.
  • More housing supply automatically helps the poorest households. Unsubsidized construction rarely reaches units affordable at 30 percent of area median income; that gap requires subsidy.
  • Only low-income renters receive housing subsidies. Mortgage interest deductions and capital gains exclusions deliver far larger federal support, mostly to higher-income owners.
  • The housing crisis is national and uniform. Housing is immobile and local; affordability is severe in some metros and modest in others, which is why national averages mislead.

The History of Segregation: Redlining, Covenants, and Exclusionary Zoning

The big picture

American residential segregation is often described as though it simply happened, the accumulated result of private preference and economic sorting. That description is not supported by the historical record. Segregation in American metropolitan areas was substantially produced by law and by federal policy, through specific programs, published rules, and standard documents that historians and government agencies have examined in detail. This lesson lays out that record plainly, with sources, and traces its consequences to the present.

Two things are true at once and both belong in an honest account. First, discriminatory law was central, not incidental. Second, the explicit legal machinery was dismantled between 1948 and 1968, and what persists today operates through mechanisms that are formally race-neutral, above all exclusionary zoning and inherited wealth differences. Understanding both is necessary to think clearly about remedies.

Racial zoning and restrictive covenants

The first tool was direct. Beginning with Baltimore in 1910, a number of American cities enacted racial zoning ordinances that assigned blocks by race and made it illegal for a Black family to move onto a designated white block or the reverse. The Supreme Court struck these down in Buchanan v. Warley (1917), though notably on property rights grounds, the seller's right to sell, rather than on equality grounds. Some cities continued variants for years afterward.

With public racial zoning barred, the mechanism moved into private contracts. Racially restrictive covenants were clauses written into property deeds prohibiting sale or occupancy by specified groups, most often Black Americans and frequently also Jewish, Asian, and other buyers. They were not fringe documents. They covered large shares of new subdivisions in many metropolitan areas from the 1920s through the 1940s, were promoted by developers and real estate boards as a marketing feature that protected values, and were enforced by courts. The National Association of Real Estate Boards' code of ethics from 1924 warned agents against introducing into a neighborhood members of any race or nationality whose presence would be detrimental to property values, language that made discrimination a professional standard rather than an individual choice.

The Supreme Court ended judicial enforcement in Shelley v. Kraemer (1948), holding that court enforcement of covenants constituted state action violating the Fourteenth Amendment. Covenants remained in deeds and continued to operate informally, and the Fair Housing Act of 1968 finally made such discrimination illegal outright. Many deeds still physically contain the old language today, and several states now have processes for formally striking it, though the covenant text is unenforceable regardless.

Key idea: Explicit racial zoning was struck down in 1917, after which racially restrictive covenants written into deeds and enforced by courts became the primary legal instrument of residential segregation until 1948.

Redlining and federal underwriting

The most consequential mechanism was federal, and it worked through the ordinary machinery of mortgage lending. During the Depression, the Home Owners' Loan Corporation (HOLC, created 1933) produced neighborhood appraisal maps for hundreds of American cities, grading areas from A (green, "Best") through B and C to D (red, "Hazardous"). The grading criteria explicitly incorporated race and ethnicity: area descriptions in the surviving records refer to the presence of Black, immigrant, and Jewish residents as detrimental influences, and virtually every predominantly Black neighborhood in the country was graded D regardless of the condition of its housing or the incomes of its residents. These are the maps that gave redlining its name, and they are now digitized and publicly viewable through the Mapping Inequality project at the University of Richmond, so anyone can read the original assessors' language for their own city.

The Federal Housing Administration (created 1934) then applied similar logic at enormous scale. FHA mortgage insurance transformed American homeownership by enabling long-term, low-down-payment loans, and its Underwriting Manual instructed appraisers that neighborhoods should be protected from what it termed inharmonious racial groups, and recommended restrictive covenants as a means of maintaining stability. In practice this meant FHA insurance flowed overwhelmingly to new, all-white suburban subdivisions and was largely withheld from Black neighborhoods and from integrated ones. The Veterans Administration loan program under the GI Bill after 1944 was administered through similar local channels with similar results, so Black veterans received a small fraction of the benefit their white counterparts did.

The scale matters. Federal mortgage programs underwrote a large share of the mid-century suburban housing boom. Households that obtained those loans bought homes that appreciated over decades and became the primary vehicle of American middle-class wealth. Households excluded from the programs were left to private markets on far worse terms, including contract sales in cities like Chicago, arrangements in which a buyer made payments without accruing equity and could lose everything on a single missed payment. This is the direct mechanism connecting mid-century housing policy to the present-day racial wealth gap: home equity is the largest component of wealth for most American families, and one group was systematically enabled to accumulate it while another was systematically excluded during the same decades.

Key idea: HOLC maps and FHA underwriting rules directed federally supported mortgage credit toward white suburbs and away from Black and integrated neighborhoods, and because home equity is most families' main asset, that exclusion converted directly into a lasting wealth gap.

Urban renewal, public housing siting, and blockbusting

Three further mechanisms reinforced the pattern. Urban renewal under the Housing Act of 1949, discussed in Module 3, cleared neighborhoods designated as blighted, and the areas so designated were disproportionately Black; the program's colloquial nickname among critics at the time reflected how communities experienced it. Displaced households received inadequate relocation help and, because of the lending practices just described, frequently could not buy elsewhere.

Public housing siting compounded segregation rather than relieving it. Early federal public housing was often built as explicitly segregated projects, and later projects were commonly located in already-segregated, low-income neighborhoods because suburban jurisdictions refused to accept them and local politics required site approval. The result was that a program intended to house the poor concentrated poverty geographically. Gautreaux v. Chicago Housing Authority, litigated from 1966, established judicially that CHA had deliberately sited projects to maintain segregation, and produced a remedy that later informed mobility policy.

Blockbusting was a private-sector practice in which real estate speculators induced panic selling by white homeowners, sometimes by spreading rumors of imminent racial turnover, bought properties cheaply, and resold or contract-sold them to Black buyers at inflated prices. It extracted wealth from both sides of the transaction and accelerated turnover, and it was profitable precisely because segregation had created two separate markets with very different access to credit.

Key idea: Urban renewal clearance, segregated and concentrated public housing siting, and private blockbusting reinforced the segregation that federal lending policy had established, and each transferred wealth away from Black households.

Exclusionary zoning: the mechanism that remains

The Fair Housing Act of 1968 prohibited discrimination in the sale, rental, and financing of housing, and the Home Mortgage Disclosure Act (1975) and Community Reinvestment Act (1977) added disclosure and lending obligations. Explicit legal discrimination ended. What did not end was exclusionary zoning: land use rules that are race-neutral on their face but restrict who can afford to live in a community.

The mechanisms are ordinary zoning tools used at exclusionary settings:

  • Large minimum lot sizes, sometimes one, two, or five acres per house, which put entry prices beyond most households.
  • Single-family-only districts covering the large majority of residential land in most American municipalities, which prohibit the apartment types most affordable to renters.
  • Minimum house sizes and bans on manufactured housing.
  • Prohibitions on multifamily housing entirely in some jurisdictions.
  • Discretionary review that lets organized opposition defeat affordable projects case by case.

New Jersey's Mount Laurel litigation, beginning in 1975, is the leading judicial response: the state supreme court held that municipalities have a constitutional obligation to provide a realistic opportunity for their fair share of regional affordable housing, and the resulting doctrine has produced tens of thousands of affordable units, though only after decades of litigation and legislative resistance. Massachusetts' Chapter 40B allows developers to override local zoning in municipalities with less than 10 percent affordable housing. California, Oregon, Washington, Montana, and other states have more recently preempted local single-family-only zoning or required municipalities to plan realistically for housing needs. HUD's Affirmatively Furthering Fair Housing obligation, drawn from the 1968 Act's text, requires jurisdictions receiving federal funds to take active steps to overcome segregation; its implementing rules have been strengthened, repealed, and rewritten across successive administrations, which is itself instructive about how contested this area is.

Measurement keeps the discussion grounded. The dissimilarity index reports the share of one group that would have to move to achieve an even distribution across a metro's neighborhoods; values above 60 are conventionally described as high segregation. Black-white dissimilarity in American metros declined substantially from its 1970 peak but remains high in many older industrial metros, and economic segregation by income has risen over the same period. Research on neighborhood effects, including the Moving to Opportunity experiment and later analyses of long-term outcomes, finds that children who move to lower-poverty neighborhoods at younger ages show measurably better adult earnings and college attendance, which is why the geography of opportunity is treated as a serious policy variable rather than a symbolic one.

Key idea: After explicit discrimination became illegal, exclusionary zoning became the operative mechanism restricting access to high-opportunity communities, and courts and state legislatures have responded with fair-share obligations and zoning preemption.

Common misconceptions

  • Segregation resulted only from private prejudice and market sorting. Racial zoning, court-enforced covenants, HOLC maps, FHA underwriting rules, and public housing siting were governmental and are documented in surviving official records.
  • Redlining just meant banks avoided risky areas. The grading criteria explicitly used race and ethnicity, and predominantly Black neighborhoods were graded hazardous regardless of housing condition or income.
  • The 1968 Fair Housing Act solved the problem. It ended explicit discrimination, but exclusionary zoning and inherited wealth differences continued to sort metros by race and income.

The big picture

This lesson is about what governments can actually do. You now know how housing markets work and how policy segregated them. The question that follows is practical: given limited money and contested politics, which interventions produce results, and at what cost?

Two commitments guide the lesson. First, evidence over ideology: several policies with strong intuitive appeal have weak or mixed track records, and several unglamorous ones work well. Second, honesty about trade-offs: nearly every housing policy helps a specific group at a specific cost, and pretending otherwise is how bad policy gets adopted. Where the evidence is genuinely contested, the lesson says so rather than picking a side and hiding the dispute.

Homelessness: what the evidence supports

Start with definitions, because they drive the numbers. HUD's annual point-in-time count tallies people sleeping in shelters and in unsheltered locations on a single January night, and it produces the headline figure of roughly 650,000 people in recent counts. It undercounts by design: people doubled up with friends, in motels, or in hidden locations are not captured, and the count is a snapshot rather than an annual total. Far more people experience homelessness over a year than on any given night, and the annual figure runs several times the point-in-time number.

Homelessness is also not one condition. Researchers distinguish transitional homelessness, a single short episode following a shock such as job loss or eviction, which describes the large majority of people who ever experience it; episodic, repeated shorter spells; and chronic, long-term homelessness usually accompanied by a disabling condition, which describes a smaller share of people but consumes a disproportionate share of emergency, hospital, and criminal justice resources.

Now the central analytical question: why does one city have far more homelessness than another? Individual risk factors, mental illness, substance use disorder, family conflict, disability, are strong predictors of who within a given place becomes homeless. But they are poor predictors of which places have high rates, because rates of mental illness and addiction do not vary across metros anything like as much as homelessness rates do. What predicts the geography, consistently across studies, is housing cost relative to income and rental vacancy rates. Metros with expensive, tight rental markets have high homelessness regardless of climate or service generosity; metros with cheap housing have low rates even where poverty and addiction are severe. The most useful framing treats individual vulnerabilities as determining who is at the front of the line, and the housing market as determining how long the line is.

On intervention, the evidence base is unusually strong. Housing First provides permanent housing without requiring sobriety, treatment compliance, or program participation as preconditions, and offers voluntary services afterward. Randomized and quasi-experimental evaluations, including the large multi-city At Home/Chez Soi trial in Canada, consistently find high housing retention rates, commonly around 80 percent or better at two years, compared with much lower rates under treatment-first models, along with reduced use of emergency rooms, shelters, and jails that offsets a meaningful share of the cost. The honest qualifications: Housing First reliably produces housing stability, and its effects on substance use and mental health outcomes are more modest than early advocacy sometimes suggested; it requires an adequate supply of affordable units to place people into, so it stalls in the tightest markets; and it addresses chronic homelessness particularly well while prevention and rapid rehousing are better matched to transitional homelessness. Prevention, emergency rental assistance, eviction diversion, and legal representation in housing court, is also well supported and cheap relative to the cost of a shelter stay.

Key idea: Individual vulnerabilities determine who becomes homeless within a place, while housing costs and vacancy rates determine how much homelessness a place has, and Housing First plus prevention are the interventions with the strongest evidence.

Two facts about vouchers deserve emphasis because they surprise people. First, federal rental assistance is not an entitlement: eligibility does not guarantee help, waiting lists in large cities can run years long and are sometimes closed entirely, and roughly three in four eligible households receive nothing. Second, the Moving to Opportunity experiment and later research on voucher mobility found that vouchers combined with search assistance and landlord recruitment can help families reach lower-poverty neighborhoods with measurable long-run benefits for young children, while vouchers alone often result in moves within similarly poor areas. The delivery details, not just the dollar amount, determine the outcome.

Key idea: Vouchers, tax credits, public housing, social housing, inclusionary zoning, and land trusts serve different income tiers and purposes, and the deepest-need households are reached mainly by deep, permanent subsidy rather than by production incentives.

Rent regulation: the contested case

Few topics divide housing economists and housing advocates more sharply, so this section presents the strongest version of each position and then what the evidence supports.

The case against. Standard economic analysis holds that capping rents below market reduces the supply of rental housing over time: owners convert units to condominiums, defer maintenance, or exit the rental business, and developers build less where regulation is expected. It also misallocates housing, since long-tenured tenants in below-market units have strong reasons not to move even when their housing no longer fits their needs, which reduces turnover for newcomers. Diamond, McQuade, and Qian's widely cited study of San Francisco's 1994 expansion of rent control found that covered tenants were substantially more likely to remain at their addresses, and that landlords responded by reducing rental supply through conversions and redevelopment, which raised market rents citywide enough to offset a large share of the benefit to protected tenants.

The case for. Tenants are not interchangeable market participants; displacement destroys jobs, schooling, health care continuity, and social networks, and those losses are real even when they do not appear in a rent index. The same San Francisco study found large and durable benefits for the tenants who were protected, exactly the stabilizing effect the policy intends. Advocates note that housing markets are not textbook competitive markets: moving costs are high, information is asymmetric, and landlords in tight markets hold considerable bargaining power. They also argue that supply-side effects depend heavily on design, and that second-generation or stabilization policies, which allow rents to rise with inflation plus a margin, exempt new construction for a period of years, and permit fair returns to owners, avoid the worst effects of hard caps while still preventing extreme increases. Oregon's 2019 statewide cap and California's 2019 statute are of this type.

What can fairly be said. Rent regulation reliably protects incumbent tenants from displacement, which is a genuine benefit that its critics sometimes undervalue. It also reduces rental supply and mobility to a degree that depends on design, which is a genuine cost that its advocates sometimes undervalue. It transfers resources toward current tenants and away from future ones, so it is better understood as a stabilization and anti-displacement tool than as a solution to a housing shortage. The broad professional consensus, including among economists sympathetic to tenant protection, is that rent regulation cannot substitute for adequate supply and deep subsidy, and works best when paired with both.

Key idea: Rent regulation protects existing tenants from displacement while reducing rental supply and mobility over time, so it functions as an anti-displacement tool that complements, rather than replaces, supply expansion and subsidy.

Assembling a coherent strategy

The tools are complements, not rivals, and a defensible strategy uses several at once because they address different failures.

  1. Legalize supply through zoning reform, by-right approval, and parking reform. This is necessary because no subsidy budget is large enough to overcome a legal ceiling on construction, and it is cheap for governments to do.
  2. Subsidize the bottom through vouchers, deep-subsidy production, and operating support, because markets do not produce housing affordable at 30 percent of AMI at any supply level.
  3. Preserve what exists, since preserving an affordable unit generally costs far less than building one, and expiring LIHTC affordability periods and deteriorating public housing represent large ongoing losses.
  4. Protect tenants through just-cause eviction standards, right to counsel in eviction proceedings, and emergency rental assistance, which reduce displacement at modest cost.
  5. Address the geography of opportunity by pairing mobility assistance with investment in disinvested neighborhoods, since households differ in what they want and both paths have supporting evidence.

The reason to state this as a package is that public debate often forces a false choice between building more and protecting tenants. The evidence supports doing both, and the political coalitions for each are different enough that packaging them together is often the only way either passes.

Key idea: A coherent housing strategy legalizes supply, subsidizes the lowest incomes, preserves existing affordable units, protects tenants from displacement, and attends to neighborhood opportunity, because each tool addresses a failure the others cannot.

Common misconceptions

  • Homelessness is caused primarily by mental illness and addiction. Those factors predict who becomes homeless within a place; housing costs and vacancy rates predict how much homelessness a place has.
  • Housing First requires sobriety first. It is defined by the absence of such preconditions, with voluntary services offered after housing.
  • Everyone eligible for a housing voucher gets one. Federal rental assistance is not an entitlement, and roughly three in four eligible households receive nothing.
  • LIHTC serves the poorest households. It typically produces units affordable around 50-60 percent of area median income, above the tier with the deepest shortage.
  • Rent control either works perfectly or fails completely. The evidence shows real benefits for protected tenants and real supply and mobility costs, with magnitudes depending on policy design.

The big picture

Two facts sit uneasily together. Cities are engines of prosperity: workers in large metros earn measurably more, firms in dense clusters are more productive, and the great inventions of the last two centuries came overwhelmingly out of urban concentrations. Cities are also machines of inequality: the same neighborhoods that generate wealth push out the people who lived in them, and the gap between a metro's richest and poorest residents typically exceeds the national gap.

This lesson explains the first fact, then uses it to make sense of the second. Understanding why proximity is valuable tells you why land in valuable places gets bid up, which tells you why neighborhood change happens, which is where the gentrification debate begins. That debate is genuinely unsettled, and this lesson presents the competing positions as their best advocates would state them rather than staging a straw-man fight.

Agglomeration: why proximity pays

Lesson 1 introduced agglomeration economies. Here is the mechanism, which economists conventionally divide into three channels, following Alfred Marshall's framing from 1890.

  • Sharing. Firms in a cluster share infrastructure, specialized suppliers, and services. A film production in Los Angeles can hire a costume house, a camera rental firm, and a post-production studio within an hour; a production elsewhere flies people in.
  • Matching. Thick labor markets produce better matches between workers and jobs. In a large market, a specialist can find the one employer who needs exactly her skills, and an employer can find exactly the right specialist. Better matches raise productivity on both sides, and they reduce risk: losing a job in a thick market means finding another, not moving house.
  • Learning. Knowledge spills over through conversation, observation, job-hopping, and imitation. Marshall's famous line was that in a cluster the mysteries of the trade become no mysteries but are, as it were, in the air. Modern evidence supports this: patent citations show a strong local bias, and innovation remains stubbornly concentrated even in an era of instant global communication.

The measured payoff is substantial. A well-replicated finding in urban economics is that doubling a city's population or employment density is associated with roughly a 2 to 5 percent increase in productivity. That number sounds modest until you compound it across the range from a small town to a major metro, and it explains why wages are higher in big cities and why firms tolerate the rents. Part of the measured effect is sorting rather than causation, since more capable workers may choose big cities, and researchers work hard to separate the two using individual wage histories across moves. Both effects appear to be real.

Agglomeration has a downside worth naming: it concentrates gains. Because clusters feed on themselves, a metro that pulls ahead tends to keep pulling ahead, which is a substantial part of why regional divergence has widened in the United States and elsewhere since about 1980, and why left-behind regions cannot easily bootstrap a cluster by subsidizing one.

Key idea: Sharing, matching, and learning make firms and workers measurably more productive in dense places, roughly 2 to 5 percent per doubling of density, and because the process is self-reinforcing it widens the gap between leading and lagging regions.

The economic base: what a city sells

A practical tool for analyzing a local economy is economic base theory, which divides employment into two sectors. The basic or export sector sells outside the region and brings money in: manufacturing, software sold nationally, tourism, a research university drawing external grants, a port. The non-basic or local sector recirculates that money: grocery stores, barbershops, local schools, most health care and construction. Export jobs support local jobs through a multiplier, and estimates commonly run around 1.5 to 2.5 local jobs per export job, higher for high-wage export sectors.

Analysts identify export sectors using the location quotient, the ratio of an industry's local employment share to its national share. An LQ above 1 suggests the region has more of that industry than average and is likely exporting; an LQ of 3 in aerospace means the region is three times as specialized as the country. This is one of the most useful quick calculations in the field, and it takes ten minutes with public employment data.

The framework has limits worth knowing. It undervalues import substitution, and it treats local services as passive when in reality quality of place, schools, safety, amenities, now attracts mobile workers who bring their jobs with them, an effect remote work has amplified. Still, the basic question it asks, what does this region sell to the outside world, and what happens when that market shifts, is the right first question to ask about any local economy, and the history of single-industry towns after a plant closes shows what happens when nobody asks it.

Key idea: Economic base analysis separates export activities that bring money into a region from local activities that recirculate it, and the location quotient identifies which sectors a region actually exports.

Defining gentrification precisely

The sociologist Ruth Glass coined the term in 1964 to describe middle-class households moving into working-class districts of London and upgrading the housing. The useful modern definition has three components together: capital reinvestment in a previously disinvested neighborhood, an influx of higher-income residents, and rising rents and property values that change who can afford to live there.

Precision matters because several distinct processes get filed under one word:

  • Gentrification: reinvestment in a disinvested area accompanied by demographic and income change.
  • Displacement: households forced to leave involuntarily. This is the harm people actually care about, and it is not the same as gentrification: a neighborhood can gentrify mainly through vacant units turning over as households move for ordinary reasons, and displacement can occur without gentrification through disinvestment, code enforcement, disaster, or landlord neglect.
  • Exclusionary displacement: rising prices prevent households who would have moved into a neighborhood from doing so. This is invisible in surveys of current residents and is likely much larger than direct displacement, and it is the reason studies focused only on who moved out can understate the effect.
  • Neighborhood upgrading without demographic turnover: incomes rise because existing residents do better, which is what most people say they want and is easy to confuse with gentrification in aggregate data.

Scale matters too. Nationally, gentrification affects a modest share of urban neighborhoods; most low-income American neighborhoods are not gentrifying, and many continue to lose population and investment. But it is intensely concentrated in a handful of high-demand metros and in specific neighborhoods within them, which is why national statistics and local experience diverge so sharply that people talking past each other both have evidence on their side.

Key idea: Gentrification means reinvestment plus higher-income influx plus rising prices, and it is distinct from displacement, which is the specific harm, and from exclusionary displacement, which is larger and harder to see.

The debate, with each side stated fairly

The critical perspective. Gentrification is the visible edge of a system that treats housing as an investment vehicle rather than shelter. Neil Smith's rent gap theory holds that disinvestment itself creates the conditions for profitable reinvestment: once a neighborhood's actual land rent falls far enough below its potential rent, capital returns, not because residents demanded it but because the return is now attractive. On this view, the residents who endured decades of disinvestment bear the costs of the recovery and capture none of the gains. Community institutions, churches, clubs, corner stores that extended credit, businesses serving specific cultural communities, are lost even when individual residents stay, so measuring only residential moves misses much of the harm. Advocates in this tradition emphasize public investment paired with strong anti-displacement protections, community ownership, and resident control over what gets built.

The market and supply perspective. Neighborhood change is driven by regional housing scarcity, not by individual newcomers. When a metro fails to build enough homes for its job growth, high-income households do not disappear; they outbid lower-income households in whichever neighborhoods are cheapest, which is precisely the mechanism producing gentrification. On this view, blocking new construction in a gentrifying neighborhood does not stop the demand; it redirects it into competition for the existing stock, which is worse for incumbent renters. Advocates in this tradition point to research finding that new market-rate construction is associated with slower rent growth nearby, and argue that the alternative to a gentrifying neighborhood is often a disinvested one, which is not obviously better for the people living there.

What the evidence supports, honestly. Several patterns have reasonable support. Direct displacement rates in gentrifying neighborhoods are lower than commonly assumed: multiple longitudinal studies, including work using large administrative datasets, find that low-income residents in gentrifying areas do not move out at dramatically higher rates than in comparable non-gentrifying areas, and some find slightly lower mobility, possibly because improving neighborhoods give people reason to stay. At the same time, several studies find that when residents of gentrifying neighborhoods do move, they land in more disadvantaged neighborhoods on average, and that vulnerable groups, older adults, renters without leases, and Black residents specifically, face elevated risks. There is also evidence of benefits for residents who remain, including improved credit scores and better outcomes for children who stay through the change. And the strongest quantitative effect is on who moves in: neighborhood entry by low-income households falls sharply, which is exclusionary displacement operating exactly as theory predicts.

The synthesis a careful analyst can defend: gentrification is best understood as a symptom of metro-wide housing scarcity concentrated onto specific neighborhoods, its direct displacement effects are real but smaller than the public debate assumes, its exclusionary effects are large and underappreciated, its cultural and institutional losses are real and poorly captured by economic data, and the policies that address it are the ones from Module 4 applied together: build enough regionally, subsidize deeply, protect tenants, and give existing residents ownership stakes so that reinvestment does not require exit.

Key idea: The evidence suggests direct displacement is smaller than commonly believed while exclusionary displacement and institutional loss are larger, so the defensible response combines regional supply, tenant protection, deep subsidy, and community ownership rather than choosing between them.

Common misconceptions

  • Gentrification and displacement are the same thing. Gentrification describes neighborhood change; displacement is the specific harm of being forced out, and the two can occur separately.
  • Most poor urban neighborhoods are gentrifying. Nationally most are not; many continue to lose population and investment, and the phenomenon is concentrated in a few hot metros.
  • Agglomeration benefits are just sorting of talented people. Sorting is real, but studies tracking individual workers across moves find genuine productivity effects from density itself.

The big picture

Everything in this course so far, zoning, streets, transit, housing, has to be decided by someone, paid for somehow, and defended politically. This lesson covers that machinery. It is less glamorous than urban design and more determinative than almost anything else: a brilliant plan with no revenue source and no political coalition is a document, not a change.

The lesson ends with climate, because climate is where governance, finance, participation, and justice all converge. Cities are responsible for a large majority of global energy-related emissions and are simultaneously where the damage from heat, flood, and storm concentrates. How a city governs itself now largely determines how it survives the next fifty years.

How cities are structured and constrained

American municipalities are creatures of their states, not sovereign entities. The traditional statement of this is Dillon's Rule: a municipality possesses only those powers the state expressly grants, plus those necessarily implied. Some states instead grant home rule, giving cities broader authority over their own affairs. Either way, states retain the power to preempt local action, and preemption has become a major arena of conflict: states have preempted local minimum wages, plastic bag rules, rent regulation, short-term rental rules, and, in the other direction, have preempted local zoning to force housing approvals. When you read that a city cannot do something obvious, state law is usually the reason.

Governments come in a few standard forms. The mayor-council system with a strong elected mayor concentrates executive authority. The council-manager system, common in medium-sized cities, has an elected council setting policy and a professional appointed manager running operations. Overlapping these are special districts and authorities, school districts, transit agencies, water districts, port authorities, which have their own boards, revenue, and rules. A single American address routinely sits inside a city, a county, a school district, and several special districts, each with separate elections most voters cannot name. This fragmentation is consequential: a typical large metro contains dozens or hundreds of municipalities, each zoning for its own fiscal advantage, which is a structural reason regional problems like housing and transportation are so hard to solve.

Key idea: Cities hold only the powers states grant, state preemption regularly overrides local choices, and metropolitan fragmentation into many independent jurisdictions makes regional coordination structurally difficult.

Municipal finance

Follow the money and much of city behavior becomes predictable. Local revenue in the United States comes mainly from:

  • Property tax, the workhorse of local finance, levied as a rate against assessed value. It is stable, hard to evade because land cannot flee, and unpopular because it is highly visible. Many states cap rates or annual assessment growth, which constrains cities sharply.
  • Sales tax, important in some states and highly volatile, since it collapses in recessions exactly when needs rise. Reliance on it also drives the fiscalization of land use: cities zone for big-box retail and auto dealerships because those generate sales tax, while housing generates service costs, a distortion that shapes real land use decisions.
  • Intergovernmental transfers from state and federal governments, often restricted to specific purposes.
  • Fees and charges: water and sewer rates, permit fees, and, in some cities, fines, which raises real equity concerns when enforcement becomes a revenue strategy.
  • Impact fees and exactions charged to new development to fund the infrastructure it requires, subject to constitutional limits requiring an essential nexus and rough proportionality between the fee and the project's actual impact.

Capital projects are financed by borrowing. General obligation bonds are backed by the city's full taxing power and usually require voter approval; revenue bonds are repaid from a specific stream such as water charges or bridge tolls. Tax increment financing (TIF) deserves particular attention because it is widely used and widely misunderstood: a district is designated, the property tax revenue at that moment is frozen as the base for existing taxing bodies, and the increment above the base funds improvements in the district. Supporters call it self-financing development. Critics note that increments often would have occurred anyway, that the diverted revenue would otherwise have gone to schools and counties, and that TIF districts are sometimes drawn in areas that are not genuinely blighted.

The structural bind is worth stating plainly. Infrastructure built during a growth period, roads, pipes, treatment plants, must be maintained and eventually replaced by a later generation, and the initial construction is often paid by developers or grants while the replacement is not. Many American municipalities have committed to long-run maintenance liabilities their revenue base cannot cover, which is a slow-moving fiscal problem underneath a great deal of deferred maintenance you can see on any street.

Key idea: Property and sales taxes, transfers, fees, and bonds fund cities, and revenue structure drives land use decisions, while long-term infrastructure maintenance obligations frequently exceed the revenue base that must eventually cover them.

Participation and its pitfalls

American planning law requires public involvement, and the field's ideals go beyond the legal minimum. Sherry Arnstein's 1969 ladder of citizen participation remains the standard framework, with eight rungs in three tiers: nonparticipation (manipulation, therapy), degrees of tokenism (informing, consultation, placation), and degrees of citizen power (partnership, delegated power, citizen control). Her point was sharp: most official participation stops at tokenism, gathering comment without transferring any actual influence.

The standard public hearing has well-documented problems. Research on planning and zoning meetings finds that attendees are disproportionately older, whiter, longer-tenured homeowners, and that the comments recorded skew heavily against new housing relative to the surrounding population's actual views. The reasons are structural rather than sinister: meetings occur on weeknights, take hours, require confidence in public speaking and knowledge of the process, and reward those with the most concentrated stake, typically nearby owners, over the diffuse interests of future residents who do not yet live there and cannot attend. The result is a systematic bias in the input planners receive, and treating hearing testimony as representative of community opinion produces predictably skewed decisions.

Better methods exist and have track records:

  • Representative surveys of the whole population rather than self-selected attendees.
  • Charrettes, intensive multi-day design workshops where residents work directly with designers and see options drawn in real time.
  • Participatory budgeting, in which residents directly allocate a portion of capital funds; originating in Porto Alegre, Brazil in 1989 and now used in New York, Chicago, Paris, and hundreds of other cities.
  • Going to people rather than summoning them: tabling at grocery stores, libraries, transit stops, schools, and religious institutions, and offering childcare, translation, and stipends for advisory service.
  • Objective standards with by-right approval, which shifts the participatory moment from the individual project, where opposition concentrates, to the plan and code, where the community sets rules once for everyone.

The genuine tension deserves acknowledgment: reducing project-level discretion can speed housing and reduce exclusion, and it can also reduce the ability of communities that have historically been steamrolled to resist harmful projects. The strongest position most practitioners hold is to move participation upstream, deep, well-resourced engagement in making the plan and the code, followed by predictable administration of the rules that result.

Key idea: Standard hearings systematically overrepresent older homeowners and underrepresent future residents, so credible participation requires representative methods, active outreach, and moving public influence upstream into plans and codes.

Environmental justice

Environmental justice is the principle, in the EPA's formulation, of fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income in environmental decisions. The movement's origin is usually dated to 1982 protests in Warren County, North Carolina against a PCB landfill sited in a predominantly Black county, followed by the influential 1987 Toxic Wastes and Race report finding race to be a strong predictor of hazardous waste facility location, and the 1991 First National People of Color Environmental Leadership Summit.

The documented patterns in urban contexts are consistent: polluting facilities, freeways, ports, and industrial zones are disproportionately located near low-income communities and communities of color; those areas often have less tree canopy and green space; and, as Module 3 described, the highway routing history contributes directly to present exposure. A well-studied recent finding connects the two halves of this course: formerly redlined neighborhoods are today measurably hotter than nearby non-redlined ones, commonly by several degrees Celsius on summer afternoons, because they received less tree planting and more paving over decades. Historical policy is legible in current surface temperature.

The urban heat island effect is the mechanism: dark pavement and roofs absorb solar radiation, buildings trap it, and vegetation that would cool through evapotranspiration is absent, so cities run several degrees warmer than surrounding countryside, with the difference peaking at night. Heat is the deadliest weather hazard in the United States in a typical year, and its burden falls hardest on people without air conditioning, outdoor workers, older adults living alone, and residents of exactly those historically disinvested neighborhoods. Analytical tools such as EPA's EJScreen let planners map environmental burden against demographics, and remedies include targeted tree planting, cool and reflective roofs, cooling centers, shade at transit stops, and, crucially, involving affected residents in choosing among them.

Key idea: Environmental burdens are systematically concentrated in low-income communities and communities of color, and measurable present-day differences such as urban heat exposure trace directly to historical policies including redlining and highway routing.

Climate and the city

Cities face climate change from two directions.

Mitigation, reducing emissions. Urban areas account for a large majority of global energy-related carbon emissions, so urban policy is climate policy. The largest levers are unsurprising by now: land use that shortens trips, transit and active transportation infrastructure, building energy codes and retrofits (buildings are typically the largest emissions source in dense cities), electrification of heating and vehicles paired with clean electricity, and waste and materials policy. Density itself matters: per-capita emissions are generally lower in dense urban areas than in sprawling ones, mainly through reduced driving and smaller, shared-wall housing units.

Adaptation, surviving impacts already locked in. The main urban hazards are heat, flooding from both extreme rainfall and sea level rise, drought and water supply stress, wildfire at the urban-wildland interface, and infrastructure failure under conditions systems were not designed for. Strategies include:

  • Green infrastructure: bioswales, rain gardens, permeable paving, and restored wetlands that absorb stormwater rather than piping it, reducing both flooding and heat.
  • Updated design standards: engineering practice long assumed a stationary climate, so rainfall design standards based on twentieth-century records now understate risk, and updating them is a quiet but essential reform.
  • Managed retreat from the most exposed areas, which is technically straightforward and socially and politically extremely hard, raising unavoidable questions about compensation, community continuity, and who is asked to move.
  • Heat action plans: cooling centers, tree canopy targets, cool roofs, and heat warning systems, with attention to the residents most at risk.
  • Resilient infrastructure: redundancy, distributed energy, and protecting critical facilities from flooding.

Two honest complications. First, adaptation investment can itself drive displacement, sometimes called climate gentrification, when protected or higher-elevation neighborhoods become more valuable, which means adaptation planning needs the housing tools from Module 4 attached to it. Second, cities cannot solve climate change alone; their emissions authority is partial and their adaptation budgets are limited, so municipal action complements rather than substitutes for national and international policy. Neither complication is an argument for inaction, and both are arguments for planning that treats climate, housing, and equity as one problem rather than three.

Key idea: Cities reduce emissions mainly through land use, transportation, and building energy policy, and adapt through green infrastructure, updated design standards, heat planning, and sometimes managed retreat, with adaptation investments requiring anti-displacement tools attached.

Common misconceptions

  • Cities can do whatever they choose locally. Municipalities hold only state-granted powers, and preemption regularly overrides local decisions.
  • Public hearing testimony reflects community opinion. Attendees skew older, whiter, and more likely to own homes, and future residents cannot attend at all.
  • Tax increment financing is free money. The increment diverts revenue that would otherwise flow to schools and counties, and some growth would have occurred regardless.
  • Environmental justice concerns are about perception rather than measurement. Facility siting, tree canopy, and summer temperature differences between formerly redlined and non-redlined areas are measured and documented.
  • Climate adaptation is politically neutral infrastructure work. Protective investment can raise nearby values and drive displacement, which is why housing policy belongs in every adaptation plan.

Module 6: The Global City and the Working Planner

The big picture

If you learn urban planning only from American and European examples, you will have studied the exception rather than the rule. Most of the world's urban residents live in Asia and Africa, most future urban growth will happen there, and roughly a billion people, about one in four urban residents worldwide, live in settlements that Western planning categories describe as illegal, informal, or nonexistent. Those places are not planning failures awaiting correction. They are functioning neighborhoods built by residents under constraints that formal systems did not meet, and they house workers the formal city depends on entirely.

This lesson takes them seriously on their own terms. That requires care with language and evidence, because writing about informal settlements badly, either as pure squalor or as romantic self-organization, misrepresents the people who live there. The aim is accuracy and respect at the same time, which is the standard any professional should apply.

Where and how fast the world is urbanizing

The world passed the 50 percent urban mark around 2007, and the United Nations projects roughly 68 percent by 2050, with nearly all growth in Asia and Africa. The scale is hard to grasp: the global urban population is expected to grow by billions over this century, and India, China, and Nigeria alone are projected to account for a large share of the increase.

The pattern differs from Western history in ways that matter for policy:

  • Speed. Britain's urbanization unfolded over roughly a century and a half. Many African and Asian countries are doing it in a few decades, so institutions, revenue systems, and infrastructure cannot mature at the same pace as the population.
  • Scale. The absolute numbers exceed anything in the historical record. Lagos, Dhaka, and Kinshasa are each growing by populations larger than most European cities held in 1900.
  • Urbanization without equivalent industrialization. Western urbanization was pulled by factory employment. Much contemporary urbanization is driven by rural distress, conflict, agricultural change, and services, so cities grow without the wage base that funded earlier infrastructure.
  • Secondary cities carry much of the growth. Megacities attract attention, but a large share of urban growth occurs in small and medium cities with the weakest planning capacity and the least data.

A megacity is conventionally a metropolitan area exceeding 10 million people. There were two or three in 1950 (New York and Tokyo, with Shanghai near the threshold); there are now more than thirty, most in Asia. Tokyo has long been the largest at roughly 37 million, with Delhi, Shanghai, Dhaka, Sao Paulo, Cairo, and Mexico City among the largest. Comparing these figures requires care, since national definitions of metropolitan boundaries differ substantially, and a city's rank can shift by several places depending on which boundary is used.

Key idea: Urbanization is now overwhelmingly an Asian and African phenomenon, occurring faster, at greater scale, and with less accompanying industrial employment than the Western pattern, and much of it lands in secondary cities with limited capacity.

Informal settlements: what they actually are

Start with terminology, because it carries judgments. UN-Habitat uses informal settlement for areas where residents lack secure tenure, where housing does not comply with regulations, or where basic services are absent, and uses slum household for a household lacking one or more of five conditions: durable housing, sufficient living area, access to improved water, access to improved sanitation, and secure tenure. Local names differ and often carry local meaning: favela in Brazil, kampung in Indonesia, gecekondu in Turkey (literally "built overnight"), katchi abadi in Pakistan, bidonville in francophone contexts. Residents often prefer their local term and reject "slum" as stigmatizing, and following that preference is both accurate and respectful.

What these settlements have in common is not poverty of effort but absence of legal recognition. They typically arise because formal housing markets and formal land systems fail to supply anything a low-wage worker can afford or legally obtain: land registration is expensive and slow, formal construction is priced beyond reach, and formal employment records needed for credit do not exist for informal workers. People therefore build incrementally with their own labor and capital, one room and one improvement at a time, on land they occupy without formal title.

The consequences of that legal absence are serious and worth stating precisely. Insecure tenure means eviction risk, which suppresses investment in improvements because a family will not build a concrete second story on land they may lose. Absence from official maps means water, sanitation, drainage, waste collection, and emergency access are unplanned; residents frequently pay more per liter for water bought from vendors than formally connected households pay from a utility. Settlements often occupy hazardous land, steep slopes, floodplains, and land beside industry, precisely because safer land is claimed. Waterborne disease, fire, and landslide risks follow. Dharavi in Mumbai, Kibera in Nairobi, and Rocinha in Rio are the most cited examples, and each is a dense economy as much as a residential district.

That last point deserves emphasis because it is routinely missed. Informal settlements contain enormous productive activity. Dharavi's recycling, leather, pottery, and garment enterprises generate economic output measured in the hundreds of millions of dollars annually by common estimates. Residents are construction workers, domestic workers, drivers, street vendors, and factory hands whose labor the formal city runs on. Strong social networks, savings groups, and residents' associations organize services the state does not provide. Recognizing this is not romanticizing hardship: the conditions are genuinely dangerous and the residents overwhelmingly want better ones. It is simply the accurate description, and it matters because policies built on the assumption that these are empty spaces of pathology have repeatedly failed.

Key idea: Informal settlements arise when formal land and housing systems cannot supply what low-income workers can afford or legally obtain, and they combine genuinely hazardous conditions with dense economic activity and strong social organization.

Policy responses and what the evidence shows

Four broad approaches have been tried, and their track records differ sharply.

Eviction and demolition. Historically common and still practiced. The record is poor: residents typically rebuild elsewhere, often in worse conditions and farther from work, losing housing, possessions, and job access in the process. Forced eviction also violates international human rights standards on adequate housing. Where clearance has been paired with adequate, well-located replacement housing and genuine consultation, outcomes are better, but that combination is rare and expensive.

Public housing replacement. Building formal apartment blocks and relocating residents. Frequent failure modes are documented: relocation sites are typically on cheap peripheral land far from the jobs residents depend on, the units are too small for home-based enterprises, monthly costs exceed what informal incomes support, and the social networks that made survival possible are severed. Many relocated households sell or sublet and return.

In situ upgrading. Improving settlements where they are: installing water, sanitation, drainage, electricity, paving, and lighting, and regularizing tenure, with residents participating in design and often contributing labor. This is now the mainstream professional recommendation, and it has the best evidence. Thailand's Baan Mankong program channels funds and loans directly to community organizations that plan their own upgrading. Brazil's Favela-Bairro program in Rio invested in infrastructure and public space within favelas rather than clearing them. Indonesia's long-running Kampung Improvement Program reached millions of residents at low per-capita cost. Common findings: upgrading costs far less than replacement, preserves livelihoods and networks, and produces measurable health gains, particularly from sanitation and drainage.

Tenure regularization. Granting legal title or intermediate forms of secure tenure. Hernando de Soto's influential argument was that titling converts occupied land into collateral, unlocking credit and investment. The evidence is genuinely mixed and worth stating carefully: titling programs consistently increase residents' investment in their own homes, which is a real and repeated finding, but the predicted surge in mortgage credit generally has not materialized, because banks remain reluctant to lend against such property and residents are often unwilling to risk their home as collateral. Titling can also raise land values enough to induce owners to sell and move out, producing a form of displacement. Many practitioners now favor intermediate approaches, collective titles, long-term leases, or formal recognition of occupancy, that deliver security against eviction without immediately exposing residents to market pressure.

Two international frameworks organize current practice. The United Nations Sustainable Development Goal 11 commits to inclusive, safe, resilient, and sustainable cities, with a specific target on adequate housing and slum upgrading. UN-Habitat's New Urban Agenda, adopted at Quito in 2016, sets out shared principles for national urban policy, planning capacity, and finance. Both are non-binding, and the gap between commitment and municipal capacity is the central practical problem.

Key idea: Eviction and peripheral replacement housing have poor records, while in situ upgrading with resident participation is cheaper, preserves livelihoods, and improves health, and tenure security reliably raises household investment even though the predicted credit effects largely did not appear.

What wealthy-world planners can learn

Influence should run in both directions, and several practices from rapidly urbanizing cities have been adopted globally. Curitiba, Brazil pioneered high-capacity bus rapid transit in the 1970s under mayor Jaime Lerner, and Bogota's TransMilenio scaled the model; both influenced BRT systems worldwide. Bogota's Ciclovia, closing major streets to cars on Sundays since the 1970s, has been copied by hundreds of cities as open streets programs. Medellin's cable cars and library parks demonstrated pairing transport access with civic investment in hillside settlements. Participatory budgeting itself, now used in New York, Paris, and Chicago, began in Porto Alegre.

The deeper lesson is methodological. Cities facing severe constraints often innovate because expensive conventional solutions are unavailable, and the results are frequently cheaper and faster than what wealthy cities build. A planner who reads only North American and European literature will miss most of the field's genuine invention over the last fifty years.

Key idea: Bus rapid transit, open streets, participatory budgeting, and transport-plus-civic-investment models originated in Latin American cities under tight constraints and have been adopted worldwide, so learning runs from the global South to the North as much as the reverse.

Common misconceptions

  • Informal settlements are chaotic and unplanned. They are built incrementally with considerable internal organization, dense economies, and functioning social institutions, under legal and financial exclusion.
  • Residents live there because they cannot pay for anything better. Many pay substantial rents and often more per unit of water and services than formally connected households; the binding constraint is legal and institutional access, not only income.
  • Clearance and rehousing solves the problem. Peripheral replacement housing typically severs job access and social networks, and many relocated households return.
  • Giving out land titles unlocks credit and lifts people out of poverty. Titling reliably raises home investment, but the predicted mortgage credit expansion largely did not occur, and titling can trigger displacement.
  • Planning innovation flows from wealthy countries outward. BRT, open streets, and participatory budgeting all originated in Latin America and spread globally.

What Planners Actually Do: Plans, Data, Careers, and Citizen Power

The big picture

Fourteen lessons have covered how cities work. This one covers how the work gets done: the documents planners write, the meetings they run, the data they use, the credentials that structure the profession, and, just as importantly, what a resident with no title and no budget can actually accomplish. Both halves matter. Most people reading this will never be employed as planners, but everyone reading it lives somewhere governed by these processes, and those processes are far more open to participation than most residents realize.

A word of honesty first. Planning is not primarily about drawing beautiful visions. A working planner's week involves reading applications, writing staff reports, running meetings, negotiating with applicants and neighbors, answering emails from angry residents, and translating between technical requirements and political reality. The design imagination matters, but it operates inside that machinery.

The comprehensive plan and the documents beneath it

The comprehensive plan, also called a general plan or master plan, is the foundational policy document expressing a community's long-range vision, typically over 20 years. A standard plan contains elements covering land use, transportation, housing, economic development, parks and open space, public facilities, and increasingly climate, resilience, and equity. Some states require specific elements: California mandates a housing element with a realistic accounting of the community's share of regional housing need, and that requirement has real teeth, since noncompliance can expose a city to the builder's remedy allowing projects to bypass local zoning.

The relationship between plan and code is where confusion usually starts. The plan states policy intent; the zoning code implements it as enforceable law. In some states the code must be consistent with the plan; in others the plan is advisory and the code governs. When the two conflict, which is common in cities that adopted an ambitious plan and never updated the code, the code is what actually determines what gets built. If you want to know what a city will look like in ten years, read the code, not the plan.

Beneath the comprehensive plan sit more specific instruments: area or neighborhood plans for a district, specific plans that combine policy with regulation for a defined area, capital improvement programs scheduling and funding infrastructure over roughly five years, and subdivision regulations governing how raw land is divided into lots and streets, which quietly determines the connectivity discussed in Lesson 7. The planning commission, usually appointed volunteers, reviews applications and makes recommendations, while the elected council makes final decisions on legislative matters like rezonings.

Key idea: The comprehensive plan states long-range policy while the zoning code enforces it, and where the two diverge the code determines what actually gets built.

Development review, day to day

The core operational task in most planning departments is development review. A typical sequence: a pre-application meeting where staff explain requirements; a formal application with site plans, traffic and environmental studies, and fees; staff review against the code; public notice to nearby owners; a hearing before the planning commission with a staff report recommending approval, approval with conditions, or denial; a decision; and, for legislative matters, a council vote. Then come building permits, inspections, and a certificate of occupancy.

Environmental review runs alongside for larger projects. The National Environmental Policy Act (1970) applies to federal actions and federally funded projects; several states have their own versions, of which California's CEQA is the most consequential. These laws require analysis and disclosure of impacts rather than any particular outcome, and they have a genuinely double-edged record that a good course should state plainly. They have prevented real environmental harm and forced disclosure that would not otherwise have occurred. They have also been used to delay housing, transit, and bike lanes through litigation, sometimes by parties whose interest is not environmental, and the resulting cost and delay is a live subject of reform in several states.

The staff report is the planner's central written product and a genuinely useful thing to learn to read. It states the request, the applicable standards, the analysis of whether the project meets each, the public comments received, and a recommendation with proposed conditions. They are public documents, usually posted with meeting agendas, and reading two or three for your own city teaches more about how decisions are actually made than any textbook chapter.

Key idea: Development review moves from pre-application through staff analysis, notice, hearing, and decision, and the staff report is the document where standards, evidence, public comment, and recommendation come together.

Data and GIS in planning

Modern planning runs on spatial data. A geographic information system stores information as layers tied to location, parcels, zoning districts, streets, floodplains, census tracts, tree canopy, permits, and allows analysis by combining them. The core operations are worth knowing by name, because they cover most of what planners actually do with GIS:

  • Overlay: intersecting layers to find, for example, all parcels zoned for multifamily housing that lie within a flood zone.
  • Buffer: creating a zone of specified distance around a feature, such as every parcel within 800 meters of a transit station, the standard walkshed for station area planning.
  • Network analysis: measuring travel along actual streets rather than straight lines, which is how you find genuine walking distance or how many residents can reach a park in ten minutes.
  • Spatial joins and aggregation: attaching demographic data to geographic units to map income, age, rent burden, or vehicle access.
  • Suitability analysis: weighting multiple criteria to identify the best sites for a facility.

The essential data sources are free and public. The American Community Survey provides neighborhood-scale demographics and housing data. The Longitudinal Employer-Household Dynamics program maps where people live versus where they work. HUD publishes assisted housing, homelessness, and fair market rent data. EPA provides environmental and smart-growth datasets including EJScreen. Local governments increasingly publish parcels, permits, zoning, and code enforcement as open data. QGIS is free and capable, and knowing it is a genuine employability advantage.

Now the pitfalls, because data analysis in planning fails in characteristic ways:

  • The modifiable areal unit problem: how you draw boundaries changes the apparent pattern in the same underlying data.
  • The ecological fallacy: a tract's average tells you little about any individual within it.
  • Margins of error: ACS estimates for small areas can carry margins so wide that an apparent difference between two tracts is not statistically meaningful, and this is routinely ignored in practice.
  • Measuring what is easy rather than what matters: vehicle delay was measured for decades because it was measurable, which is how it became the goal.
  • Sampling bias in new data sources: app-based and crowdsourced data such as street-condition or bike-routing apps overrepresent the demographics who use those apps, which skews the resulting priorities.

Key idea: GIS overlay, buffer, and network analysis on free public data are the analytical core of modern planning, and the characteristic failures are boundary effects, ecological fallacy, ignored margins of error, and measuring the convenient rather than the important.

The profession and its careers

Planning is not a licensed profession in most American states in the way engineering or architecture is. The main credential is AICP certification from the American Planning Association's American Institute of Certified Planners, earned through a combination of education and professional experience plus a comprehensive exam, and maintained with continuing education. AICP members are bound by an adopted code of ethics whose principles include serving the public interest, expanding choice and opportunity for all persons while recognizing a special responsibility to plan for the needs of the disadvantaged, and disclosing conflicts of interest. The typical educational path is a Master of Urban Planning or equivalent from a program accredited by the Planning Accreditation Board, though many planners enter from geography, public policy, architecture, engineering, economics, or civil service.

Where planners actually work:

  • Local government: current planning (development review), long-range planning (plans and codes), transportation, housing, economic development, and code enforcement. This is the largest employer.
  • Regional agencies: metropolitan planning organizations allocate federal transportation funds and produce regional plans, and councils of government coordinate across municipalities.
  • State and federal agencies: housing finance agencies, departments of transportation, HUD, EPA.
  • Private consulting: plans, entitlement work, environmental review, and analysis, often the fastest-paced and best-paid entry route.
  • Nonprofits and advocacy: community development corporations, land trusts, housing and transportation advocacy organizations.
  • Developers and institutions: universities, hospitals, and firms with real estate portfolios employ planners for entitlement and campus planning.

The skills that make someone employable are more prosaic than students expect: clear writing, because plans and staff reports are written products; public speaking and meeting facilitation; data analysis and GIS; reading and drafting regulatory language; and the ability to hold a room of angry people without becoming defensive. The Bureau of Labor Statistics publishes current wage and outlook data for urban and regional planners, and consulting the actual figures for your region beats any general impression.

Key idea: Planning is structured around AICP certification and accredited graduate programs rather than licensure, most planners work in local government, and the decisive skills are writing, facilitation, data analysis, and regulatory drafting.

How residents actually change cities

You do not need a job title to affect what happens on your street. Ranked roughly from lowest to highest effort, with an honest note on effectiveness:

  1. Learn the calendar and show up where decisions are made. Planning commission and council agendas are posted publicly. Because attendance is so skewed, a handful of new voices genuinely shifts the perceived balance of opinion on a project.
  2. Comment in writing, specifically. Written comments enter the record and get summarized in staff reports. A comment citing the applicable code standard and stating a concrete request outperforms a general expression of feeling by a wide margin.
  3. Engage upstream, on the plan and the code. Comprehensive plan updates and code rewrites set the rules for every future project, and they attract far less attention than individual developments. This is where a small amount of effort buys the most influence, and almost nobody does it.
  4. Request specific small things through official channels. Crosswalks, stop signs, bus shelters, streetlights, and traffic calming usually have a request process. Many cities also run traffic-calming or neighborhood grant programs that fund resident-initiated projects.
  5. Organize. A neighborhood association, tenant union, or issue-based group carries far more weight than individuals, because staff and elected officials respond to organized constituencies with continuity.
  6. Serve. Planning commissions, zoning boards of appeals, transportation and historic preservation commissions are mostly volunteer appointments, and they are frequently short of applicants. This is the highest-leverage unpaid role available to an ordinary resident.
  7. Build coalitions across the usual lines. Housing, transit, climate, small business, and disability advocates frequently want compatible things and rarely coordinate, and the ones who do coordinate tend to win.

Two cautions keep this realistic. Tactical urbanism, unsanctioned crosswalks, guerrilla bike lanes, and pop-up interventions, has a real record of prompting official change, but it carries legal and liability risks and it works best when a legitimate channel has already failed and the group is prepared to make its case publicly. And a hard truth from Lesson 13: the people who show up are unrepresentative, so residents who organize should ask honestly whether they are speaking for a neighborhood or for the subset of it that has the time and confidence to attend evening meetings.

Common misconceptions

  • The comprehensive plan determines what gets built. The zoning code does; where the two conflict, the code governs.
  • Planners decide what gets approved. Staff analyze and recommend, while appointed commissions and elected councils decide.
  • Planning requires a professional license. Most American states do not license planners; AICP is a voluntary certification with an ethics code.
  • Environmental review always protects the environment. These laws require disclosure rather than outcomes and have been used to delay housing, transit, and bike infrastructure as well as to prevent genuine harm.
  • Individual residents cannot influence outcomes. Because participation is so thin, especially on plan and code updates, modest sustained effort produces disproportionate influence.
